The plan was presented and discussed in 9 Public Sessions across the country with local organizations in partnership with the Portuguese EAPN  between March-April 2004 2. 7 Local Workshops (2 days work between Jul- Dec 2004) were organised to debate the Plan 3. 11 11 Social Network Programme Social Network Programme An instrument to fight poverty and social exclusion Launched in the beginning of 2000 in 41 pilot municipalities Today there are 275 municipalities with Social Network (out off 278)
