2 Administration CAPR 1-2 Ensure that all personnel understand the need to protect Personally Identifiable Information (PII) Limit the use of PII to absolute need and Limit access to PII that has been acquired as part of normal CAP processes. CAP records/documents containing PII must be kept under lock and key or in a secure electronic file that is password protected when not in use. Records containing PII must not be left open and unattended, or in any manner that would allow the data to be seen by an unauthorized individual. This includes electronic media and devices

3 Administration CAPR 1-2 Ensure that all personnel understand the need to protect Personally Identifiable Information (PII) Delete any data containing PII as soon as practical after completing the task. CAP publications and forms issued by any level of command that include requirements to collect or use PII must contain instructions for protecting PII. All devices containing PII should be password-enabled or have data encryption standards installed (if possible) to prevent unauthorized access to the data if the device is stolen or lost. If PII is to be transmitted via radio, only the absolute minimum amount of information essential to mission accomplishment should be transmitted Disposal. Disposal methods are considered adequate if the personal data is rendered unrecognizable or beyond reconstruction.

4 EEO CAPR 36-1 4d(2)/& CAPR 39-2 1-1b
Commanders will ensure that the CAP Nondiscrimination Policy is briefed annually to all members within their respective commands [SUI E-1 #2] Civil Air Patrol Policy of Nondiscrimination. It is Civil Air Patrol policy that no member shall be excluded from participation in, denied the benefits of, or subjected to discrimination in any CAP program or activity on the basis of race, sex, age, color, religion, national origin, or disability (formerly handicap). It is Civil Air Patrol policy that no applicant meeting CAP’s minimum age requirement will be denied membership in CAP on the basis of race, sex, age, color, religion, national origin, or disability (formerly handicap).

5 EEO All Commanders. Are responsible for implementing and enforcing CAP policies, procedures, and directives prohibiting discrimination throughout their respective commands. Will ensure that the CAP Nondiscrimination Policy is briefed annually to all members within their respective commands. Will make every effort to ensure diversity in recruiting new members into CAP. Will maintain such records as they determine necessary to ensure compliance with these directives. These records will be made available for inspection upon request of the EOO, assessment teams (see CAPR 123-3, CAP Compliance Assessment Program) or other competent authority.

6 EEO CAP Members. Will comply with the letter and the intent of the CAP Nondiscrimination Policy. Will cooperate with the EOO, or his/her designated representative, in the investigation and resolution of complaints of discrimination or allegations of violation of the

7 EEO Nondiscrimination Program Management. a. The EOO shall establish programs and procedures to ensure the CAP membership is aware of CAP’s Nondiscrimination Policy. b. The EOO shall establish programs and procedures to ensure the CAP members are aware of their rights and responsibilities in filing complaints when violations of CAP’s Nondiscrimination Policy occur. c. The EOO shall work in cooperation with functional area managers, both at NHQ CAP and CAP’s volunteer leadership, to encourage equal opportunity in recruiting, execution of CAP’s missions and programs, promotions, awards and educational opportunities.

8 EEO d. Familiarization with CAP’s Equal Opportunity program will be included in all new member orientation/training programs (i.e.: Level I for senior members and phase 1 for cadets). e. The EOO will cause an independent, on-line Equal Opportunity Training (EOT) program to be accessible through the NHQ CAP website. All active senior members (to include cadet sponsor, life and 50-year members) shall complete this on-line EOT program. 4 CAPR DECEMBER 2012 f. Allegations of violations of the policies delineated in this regulation will be handled in accordance with the provisions of CAPR 36-2.

12 Uniform Regulations CAPM 39-1
Individual members will obtain and maintain for wear either of the minimum basic uniforms described here ( ) These combinations meet the requirements of most CAP events Minimum USAF-style Uniform: The minimum basic USAF-style uniform is the Blue Service Uniform (Class B) with short sleeve shirt (male) or blouse (female) as appropriate. Cadets authorized to wear the USAF-style uniform are required to maintain this uniform.

13 Uniform Regulations CAPM 39-1
Wearing the USAF-style uniform is a privilege extended to CAP members who meet weight and grooming standards. Commanders and activity directors are expected to enforce these standards and ensure that members wearing USAF-style uniforms understand these requirements, that members wearing USAF-style uniforms accept personal responsibility for meeting these requirements, and are expected to provide remedial education and counseling if required. (1-2.2)

Members are normally required to wear a CAP uniform (either USAF- or Corporate-style) when working with cadets, when flying in a CAP aircraft (Corporate or member owned aircraft used in a CAP flight activity), or when conducting business under a CAP mission number (A, B, or C). ( )

21 Common Questions- Aviator Shirt
CAP ribbons are optional-military ribbons and badges are NOT authorized. Trousers. Medium gray (solid color). Wool, polyester‐wool blend or polyester‐cotton trousers will be worn and either slim, straight leg or loose fit with or without pleats or cuffs are allowed. 100% cotton, tactical, chinos cotton twill weave trousers, jeans or casual trousers are not authorized with this uniform combination. Outer garments Appropriate civilian outer garments are authorized as well as the black leather jacket, light blue windbreaker, dark blue windbreaker, blue flight jacket, the USAF-style cardigan sweater and the black fleece.

Remove US Flag and leave blank or replace by authorized alternate patch Black T-Shirt long or short Outer garments. The BDU Field Jacket, Gortex BDU Jacket and Blue Topcoat/All Weather Coat may be worn with this uniform.

23 Common Questions- Corporate Field Uniform
Right Sleeve. One full color, special activity patch as authorized by Attachment 4 may be sewn to the coat on the right sleeve ½ inch below the shoulder seam. Military badges are not authorized with this uniform. Outer garments. Outer garments for this uniform include the blue field jacket, black fleece or any conservatively colored commercial coat that covers the shirt.

24 Common Questions- CAP Corporate Working Uniform
Trousers/Slacks. Medium Gray (solid color). Wool, polyester/wool blend, polyester/cotton or cotton trousers. Either slim, straight leg or loose fit, with or without pleat or cuffs is allowed. Commercially available “tactical” slacks and “chinos” medium gray slacks with or without cuffs are approved for optional wear. Shorts are not authorized. Outer garments. Appropriate civilian outer garments are authorized as well as the black leather jacket, light blue windbreaker, blue flight jacket, black fleece and the USAF-style cardigan sweater. TABLE 1-1- The Corporate Working Uniform may be worn in a flying, field or mission setting when the USAF-style Class B or Corporate Aviator Shirt Uniform would be worn.

Leather A-2 Flying Jacket. The USAF brown leather flight jacket is NOT authorized for wear by CAP members with any uniform combination Will only be worn with the Aviator Shirt Combination, Corporate Working Uniform, Corporate Field Uniform or Corporate Flight Duty Uniform. No rank insignia will be worn. A two-toned black with brown insert leather name patch on the left breast.

26 Common Questions- Blue Flight Jacket
Blue Flight Jacket. Will only be worn with the Aviator Shirt Uniform, Corporate Working Uniform or the Corporate Flight Duty Uniform. Will be similar to the MA-1 or CWU-45/P or -36/P flight jackets in design and construction. A black leather nametag will be worn on the left breast and the CAP Command Patch will be worn on the right breast. Members may optionally wear other patches as authorized for the Corporate Flight Duty uniform. Officers may wear either plastic encased or embroidered rank insignia on a dark blue background, placed ½ inch from the shoulder seam

27 Common Questions- USAF Flight Duty Uniform (FDU)
Rank Insignia (Officers). Wear regular size plastic encased rank insignia centered on top of each shoulder with bottom edge of insignia placed ½ inch from shoulder seam and attached with clear plastic or OD thread. No velcro Right Breast Pocket. The CAP Command Patch will be worn centered above the right breast pocket directly opposite the nametag. See Attachment 6-4; previous designs are no longer authorized.

28 Common Questions- USAF Flight Duty Uniform (FDU)
Optional Below Right Breast Patch. The embroidered Emergency Services Patch may be worn below and centered on the right breast pocket. Left Sleeve. A cloth American flag emblem with gold border, 2” x 3 ½”, on left shoulder, ½ inch below the shoulder seam. Right Sleeve. An authorized patch contained as outlined in Attachment 4 may be worn, except organizational patches for groups, squadrons or flights are not approved for wear.

29 Common Questions- USAF Flight Duty Uniform (FDU)-Flight Jacket
Outer garments. The only authorized outer garment for this uniform is the green flight jacket (Flyers, Jacket MA-1, CWU-36/P or CWU-45/P). Note: Flight Jackets will not be worn with service uniforms or BDUs. Flight Jacket (Flyers, Jacket MA-1, CWU-36/P & CWU-45/P). (NOMEX Only) The green flight jacket may be worn with the FDU. Flight jackets are required to be zipped at least halfway. Place accoutrements on the flight jacket like the FDU. The CAP Command Patch, US Flag patch, rank (for officers), and nametag are mandatory on the flight jacket

Corporate FDU. Figure 8.4. The CFDU is navy blue in color and of similar design to the USAF-style FDU. The CFDU is constructed of either Nomex or a cotton polyester blend; either is authorized. The CFDU will only be worn with the accoutrements and outer garments outlined in this chapter. Rank Insignia (Officers). Wear plastic encased rank or full color rank embroidered on a dark blue background centered on top of each shoulder with bottom edge of insignia placed ½ inch from shoulder seam.

Outergarments. The black leather jacket, blue flight jacket, light blue windbreaker, dark blue windbreaker, blue field jacket, black fleece, or any appropriate civilian outerwear may be worn with the CFDU.

33 CPPT CAPR 52-10 All members, even those who rarely interact with cadets, will familiarize themselves with this publication, especially chapter 2. CAPR h(2) Community clergy will be escorted by a unit member who is in compliance with CPPT. [SUI E-1 #8]

34 CPPT Chapter 2 CAPR e If supervisors do not have direct line of sight contact with cadets, they must nevertheless be aware of where the cadets are and what they are doing, and check up on them periodically. CAPR g Transportation rule of 3: adult leader driver plus two cadets or adult leader driver, second adult leader, and one cadet. CAPR h The unit commander or project officer must ensure that minor cadets who wish to participate in activities beyond weekly squadron meetings or taking place in a location other than the unit’s normal meeting facility or local airport obtain written parental authorization via the CAPF 32,

35 Risk Management CAPR i At least once annually, Risk Management (RM) will be discussed during a unit safety meeting. This will take place for FVCS PCR-WA-080 in March 2015

36 Risk Management CAPR d “Mishap” is defined as any unplanned or undesired, operational occurrence, or series of occurrences, that results in, or has the potential to result in, death, injury, or damage to equipment or property.

37 Risk Management CAPR 62-2,3 The wing commander and safety officer will be promptly notified of all mishaps within the wing WA Suppl 62-2, 3a In the event of any mishap reportable under the provisions of CAPR 62-2, before making any computer entries online via the Safety Management System in e-services, or making any notifications other than to “first responders” such as aid or fire, the Unit or Activity Commander and/or the individual involved in the mishap shall IMMEDIATELY notify the Wing Safety Director, or the Wing Commander. They will determine who shall file what reports.

38 Vehicles CAPR b Unit commander must give permission for private vehicles to be used for CAP [SUI E-1 #9]

39 Inspector General CAPR c CAP members have a responsibility to report fraud, waste, and abuse (FWA); violations of policies, or directives; abuse; cadet protection issues, or misconduct; to an appropriate commander or IG.
