7 7 Background Retrofit Policy was established in 2002 with the following goals: –To address our citizens’ desire to connect to our central water and wastewater systems –To address potential or existing health hazards –To improve the quality of life of our citizens –To promote economic development of older subdivisions

8 8 Background Wekiva Study Area was established in 2004 Required FDEP to study water quality standards – Nitrogen reduction – Springs protection 300,000 acres 19,000 septic tanks in OCU service area 2014 State Legislation –$25M for springs protection ADD MAP

9 9 Background SJRWMD encouraged OC to apply for a grant Retrofit 2,500 septic tanks south of Wekiwa Springs OC requested 100% funding Retrofit 600 septic tanks closest to the springs State has offered 75% funding  Retrofit 380 residential septic tanks State’s grants would cover Design, construction, capital charges, on-site plumbing costs and septic tank abandonments

11 11 Current Retrofit Policy Addresses projects requested by residents Limits OCU funding to transmission and distribution infrastructure for low and medium income subdivisions Property owners cover all other costs -CDBG funding available for low income homes -10-year MSBU available for all homes Implementation: Community meeting, ballots mailed, 67% YES required

20 20 BCC Direction New policy : –Where retrofit projects receive at least 75% grant funding from state or federal government programs; and –Grant funds authorize 100% payment of capital charges and private property costs, then –OCU contributes up to 25% of the total project funds toward transmission and collection systems infrastructure, at no cost to the residents
