2 TM Purpose Conduct overview of CDC’s Countermeasure and Response Administration (CRA) program and tools Demonstrate V1.4 of Countermeasure Administration Tracking application Answer questions

4 What is CRA? The program includes people, processes and tools to support the PHIN related activities for project areas and the CDC Currently, CRA includes two major applications: Administration Tracking – tracks “any countermeasure, any event” in detail or in aggregate given to patients Inventory Tracking – monitors prioritized countermeasures within the supply chain; countermeasures include: pharmaceuticals and medical materials

5 TM Administration Tracking Capability to support mass tracking during an event Genesis was pre-event vaccination system (PVS) for national smallpox vaccination campaign System has been evolved to support any countermeasure, any event Includes the ability to track both detail (person level) and aggregate counts of countermeasures

6 TM Administration Tracking V1.4 moved into production February 2007 (demonstration) Improved flexibility to track any countermeasure for any event Rapid data entry Improved navigation

7 TM Administration Tracking The National Pandemic Influenza Plan requires monitoring of scarce pandemic influenza vaccine States/ project areas will be required to track vaccine doses administered and collect and aggregate minimum data elements and transmit weekly to CDC CRA was modified to support multiple ways of accepting the data: Option 1: For states and project areas collecting data via an existing immunization information system (IIS) or other application, technical specifications were developed for three different data exchange formats: pipe delimited, XML file, HL 7 Option 2: For states and project areas collecting data manually, an aggregate reporting screen was added to CDC’s CRA application to allow direct data entry via a web browser Option 3: For states and project areas using CDC’s CRA application to collect patient level information, selected data elements will be automatically aggregated

8 TM CRA Demonstration Two Scenarios will be used to demonstrate CRA Hepatitis A outbreak in a local restaurant Pandemic influenza outbreak affecting multiple jurisdictions Demonstration to include: Set up tasks Rapid data entry of patients receiving immune globulin (IG) prophylaxis Long form data entry for hepatitis A vaccine Isolation and quarantine record with antiviral prophylaxis Aggregate reporting of vaccine doses administered

10 TM CRA Reports and Extracts System-generated extracts Datamart/Analysis extracts containing collected de-identified information available to CDC users Jurisdiction extracts containing all data collected within a single jurisdiction available to Public Health Administrators (PHA) at each jurisdiction User-generated reports Public Health Reports generated by PHA; provide event and organization summaries and lists of patients Clinic Reports generated by Data Entry Specialist (DES); provide clinic information including summaries, patient rosters, and activity reports

11 TM Inventory Tracking At any given moment, know the location and quantities of critical pharmaceuticals and medical supplies within the private sector Be able to purchase and redirect quickly during an event Envision initial use by CDC; in the future, state PH partners

12 TM Inventory Tracking Transitioning to new platform Finalizing scope – initial focus on pandemic influenza anti-virals Targeting next influenza season to have data streams from major manufacturers and distributors of antivirals

14 When Would CRA be Used? SituationCRA Use Pre-event or early event National Smallpox Vaccination Campaign Pandemic Influenza - Early on to track vaccine – individual level Track program progress – aggregate level Track location of commercial antiviral inventory Post-event (Slower moving) OMS is used locally to investigate the outbreak It is determined to be broad in scope, mass prophylaxis is required Investigation data transferred to CRA repository Aggregate reporting of program progress Post-event (Fast moving) Aerosolized anthrax attack ; mass prophylaxis required within 48 hours
