2 Section 4: Elections  The people who holds the elections for Senators and Representatives are the Legislatures.  The elections are conducted at each house  The congress assembled at least once every year, and on the first Monday. Unless they would appoint a different day

3 Section 5: Houses  A majority of each house shall constitute a quorum to conduct businesses in the house.  Each house shall be the judge of the elections, returns and qualifications of its own members  Each house may determine the rules of its proceedings, and can punish their members for disorderly behavior, and with the concurrence of 2/3rds to expel a member.  Each house keeps a journal during the proceeding, they keep it because their judgment may require secrecy and the opinions of each member would be entered in the journal

4 Section 6: Senators and Reps  Senators and representatives are compensated $174,000/annum(Year) for their services.  They are paid out of the US Treasury.  During attendance at their houses, senators and reps are free from arbitrary arrest except for the circumstances of treason, felony, and disturbing the peace.  “For any speech or debate in either house, they shall not be questioned in any other place” is the right of Freedom of Speech.  Congressmen cant hold any offices, because they can not have a house.
