2 REGIONAL IMMIGRATION ALTER SYSTEM WORKSHOP APEC CTI PROJECT 35/2003T MAIN MEETING OUTCOMES A workshop on a Regional Immigration Alert System (RIAS) was held at the Policía de Investigaciones Academy in Santiago, Chile, on 26 and 27 June 2003. The workshop was chaired by Mr. José Castro, Police Commissioner and Head of Chile’s International Police, and was attended by experts and representatives from Australia, Canada, Chile, México, Korea, Singapore and the United States of América.

3 MAIN MEETING OUTCOMES Participants took note of their valuable technical inputs and current initiatives which aim to minimize the threat posed by forged or stolen travel documents, illegal immigration and other related offenses. Experts contributed to the discussion by sharing their experiences with regards to the work that these specialist organizations undertake in order to share databases and relevant information and thus, strive to secure a safer travel environment and facilitate the movement of bonafide travelers.

4 MAIN MEETING OUTCOMES Experts from Australia, Canada, Chile, Korea, México, Singapore and the United States of America, also shared experiences and information on migration issues and the action that are on-going in order to effectively deal with the threat of terrorism and irregular migration. Difficulties confronted today in the area of access to relevant up-to-date information by specialized agencies were noted by the experts participating in the workshop.

5 MAIN MEETING OUTCOMES The relevant experts agreed that RIAS could provide a valuable vehicle for enhanced cooperation, inter alia issues relating to migration, including the exchange of up-to-date information on forged or stolen travel and identification documents;illegal activities such as illegal immigration; activities by clandestine immigration networks specialized in dealing with drug and human trafficking as well as other issues that are vital for the establishment of a safe travel environment within the APEC Region.

6 MAIN MEETING OUTCOMES Experts agreed upon the need to increase cooperation in migration issues among the relevant organizations who are directly responsible for the processing of information affecting travelers and immigration. Experts agreed that this approach could be further developed into a central database. The possible benefits of establishing such a central data base at a subsequent stage-as a preventive system – were also considered.

7 MAIN MEETING OUTCOMES Experts convened in the workshop agreed to recomend to the Informal Expert Group on Business Mobility, that an analysis and discussion on the issues and scope of information that can be exchanged through currently available technical means be conducted. A proposal on common elements and issues which could be contained within RIAS are:

9 Alert that come about from the analysis in trends as well as actual travel or identification documents, be them counterfeit, stolen or altered; to the extent that each member economy is - in practice – available to share. 15 MAIN MEETING OUTCOMES This proposal may be expanded through the discussion at IEGBM in Phuket, Thailand. Furthermore, the Workshop participants agreed to recommend that the establishment of a Central Database System receive further consideration, taking into account issues such as administrative, technical and financing sources such as IFI´s and/or specialized agencies related to its operation. As an early deliverable, the possibility of relaying alert information through a secure net to a focal point which would in turn be distributed to all APEC member economies was thoroughly examined

16 MAIN MEETING OUTCOMES Experts strongly agreed to recommended that for the next phase of work, the Informal Experts Group on Business Mobility positively consider a second Workshop dealing with technical and financial issues related to the implementing RIAS.

17 Experts agreed that the progressive work towards implementation of RIAS should constitute a priority for APEC and be one of the main deliverables of the Informal Experts Group on Business Mobility for APEC´s business stakeholders. MAIN MEETING OUTCOMES
