multiconsult.no 2 Agenda Background Challenges Definitions Research projects SURE 1 SURE 2

multiconsult.no 3 Background Svein Bjørberg M. Sc. Civil Engineering 48 years in Multiconsult Part time professor at NTNU from 1992  Faculty of Arch and Faculty of Eng Mainly worked with  Existing buildings, LCC, LCP, Condition Survey,  Sustainable refurbishment  FM and Property management and development Standardisation  NS, Nordic, CEN TC 248, ISO TC 267

multiconsult.no Challenges

multiconsult.no 6 Challenges Existing buildings shall be used for many years ahead Huge backlog, especially in public sector White paper from our Government: Good buildings for a better society  A political saying, but what about the economy behind? All regulations and legislations are basis for new buildings Is it possible to achieve this requirements within existing buildings? Old buildings was constructed without wet installations Now we want all kind of modern equipment producing humidity

multiconsult.no 7 Maintenance backlog in public buildings From RIF: State of the Nation 2010 (a revised version is coming in March)

multiconsult.no 8 Challenges

multiconsult.no Definitions - and there are a lot

multiconsult.no 10 Concept, notion Rehabilitation Make healthy Restoration Put it back to a certain period Upgrade Increase standard  Technical (replacement) »renovation  Functional (rebuild) »refurbishment Renovation recondition Nordic Innovation: Sustainable Refurbishment – Decision support tool and indicator requirements

multiconsult.no Further work to be done Sutainable Building: Building which is usable for core business objective over time to lowest possible use of resources

multiconsult.no 12 Broader Definition on Sustainable Building

multiconsult.no 13 It is more than buildings What happens between?

multiconsult.no 14 Sustainability model

multiconsult.no 16 Condition classification (Nordic suggestion)

multiconsult.no 17 From lowest investment to life cycle economy From focus on lowest investment to total interaction economy Trends in hospitals (Investment/annual costs): 1990: 4 2010:2,5 2014:2 but area efficiency make it 3 Trends in office buildings: Average rent contract period is 5-7 years New demands are costly Adaptable space make base for longer contracts Trends in schools New teaching plan every 10th year Need for adaptability

Professor Svein Bjørberg Metamorfose - Senter for eiendomsutvikling og forvaltning Norwegian White Paper 1.Governmental politics –Start discussions 2.Building industry in Norway –Facts 3.Competence and development in building industry 4.Sustainable qualities in build environment –From architectural design to demolishment 5.Sustainable qualities in build environment –Use of energy 6.More efficiency in building processes 7.Public sector as a front model

23 Next There are often mismatch between ambition level and finances. The finance model should be decided in a very early phase of the project. Who will finance the project? Are there any support funds that can help founding? Will the rental income increase? How much? How long is the payback time on the different measures? Which will be the major costs? Which functions are absolutely necessary to improve, and what will It cost? To define your ambition level on the different sustainable indicators, please download the SURE-tool by clicking on the button ‘Define ambitions’. In the next step of the Guideline, you will create a performance profile of the building, using the same tool. The performance profile should thereafter be compared to the ambition level to reveal the most challenging measures for refurbishment. Finance and Procurement Strategy Finance and Procurement Strategy Requirement Setting Requirement Setting Selecting the Team Selecting the Team Managing the Supply Managing the Supply Operation and Maintenance Operation and Maintenance Monitoring, Enforcement and Evaluation Monitoring, Enforcement and Evaluation Finance models Plot opportunities Life Cycle Cost Support funds Area efficiency Rental income Increased value Change layout? 24 24 Next There is no use of planning a refurbishment without knowing the performance profile of the building. Therefore, a survey should be conducted in a very early phase of the project. An example of a performance profile is shown below. Please use the SURE-tool presented in step 3 (click the button ‘Create performance profile’) to create a performance profile of your building. Finance and Procurement Strategy Finance and Procurement Strategy Requirement Setting Requirement Setting Selecting the Team Selecting the Team Managing the Supply Managing the Supply Operation and Maintenance Operation and Maintenance Monitoring, Enforcement and Evaluation Monitoring, Enforcement and Evaluation Step 1 Step 2 Step 3 Step 4 Step 5 Step 6 Step 7 Step 8 Step 9 Step 10 © Let an expert explain (click here)

25 Next Finance and Procurement Strategy Finance and Procurement Strategy Requirement Setting Requirement Setting Selecting the Team Selecting the Team Managing the Supply Managing the Supply Operation and Maintenance Operation and Maintenance Monitoring, Enforcement and Evaluation Monitoring, Enforcement and Evaluation The performance profile should be compiled with the project ambitions(using the SURE-tool) and finances. This will reveal which measures to focus on, and give an indication on whether to tear down or refurbish the building. If it`s concluded to refurbish the building, the ambitions should be revised based on the analysis. Thereafter, a priority list on measures should be conducted. Please use the same tool as in step 3 & 4 to compare ambitions and performance profile. Step 1 Step 2 Step 3 Step 4 Step 5 Step 6 Step 7 Step 8 Step 9 Step 10 © Let an expert explain (click here)

multiconsult.no 27 Oral information in guideline

multiconsult.no 28 Background SURE II In November 2011 the Nordic Prime Ministers issued a report “The Nordic Region – Leading in Green Growth” This led to three projects: 1.Sustainable refurbishment of existing buildings. 2.Indoor Climate & voluntary classification standards. 3.Future EU regulation on product and building declarations. Nr 1 called SURE II: Develop simple tools for qualifying the considerations to be made in relation to categorizing the existing building: which buildings to give first priority for a sustainable refurbishment. Sustainable include environmental, economic and social aspects. This also includes energy efficiency. Define common Nordic requirements for a sustainable refurbishment of existing buildings taking into accounts existing regulation.

multiconsult.no 32 Indicators

multiconsult.no 33 Grading NS 3424 Four grades 0: as new 1: some deterioration 2: be aware 3: must do Sustainable elements 0: as required for new 1: keyword 2: keyword 3: keyword

multiconsult.no 34 Examples on indicators

Professor Svein Bjørberg Metamorfose - Senter for eiendomsutvikling og forvaltning Svein Bjørberg Example: Multihouse 2008

multiconsult.no 36 In ”old days” – Each employe their own cell

multiconsult.no Knowledge - if you think knowledge is expensive, try without!!

multiconsult.no 38 “A fool is a man who knows the price of everything, but the value of nothing” - Oscar Wilde NO MORE FOOL!

Professor Svein Bjørberg Metamorfose - Senter for eiendomsutvikling og forvaltning Remember – for buildings as well for humans It is easier and more cost effective to keep in shape; use preventive maintenance It is very costly to get into shape after long time of neglecting maintenance Thank you for your attention
