5 NIMSCAST Tribal Webinars  National Incident Management System Capability Assessment Support Tool - (NIMSCAST)  web-based  self-assessment tool  monitor capabilities and compliance against requirements established in the National Incident Management System (NIMS)

6 NIMS Proposed DRAFT Metrics Four new Tier 1 implementation activities for FY2008:  Designate and maintain a single point of contact within Tribal government to serve as principal coordinator for NIMS implementation.  Include NIMS implementation activities in all audits associated with Federal Preparedness Awards.  Develop/participate in credentialing system to credential emergency management/response personnel.  Utilize access control measures during an incident.

7 NIMS Proposed DRAFT Metrics  Seven implementation activities transition from FY 2007 Tier 2 to FY 2008 Tier 1 status:  Coordinate and deliver NIMS training.  ICS-300 required by appropriate Tribal personnel identified by the Tribal Implementation Plan.  ICS-400 required by appropriate Tribal personnel identified by the Tribal Implementation Plan.  Utilize resources inventory for intrastate and interstate mutual aid requests, incorporate into training, exercises, and incident/planned event response.  Utilize Multi-Agency Coordination System (MACS) principles where applicable.  Ensure Tribal integration into a Joint Information System (JIS) and a Joint Information Center (JIC)] during an incident/planned event  Ensure that Tribal Public Information procedures and processes can gather, verify, coordinate, and disseminate information during an incident/planned event.

8 In FY 2008 there are 15 new Tier 2 implementation activities  These activities will assist the IMSD to determine whether the Tier 2 activities are realistic and achievable as Tier 1 implementation activities for future years.

11 ADOPTION New Tier 1 Metrics for FY 2008  New FY 2008: Designate and maintain a single point of contact within the Tribal government to serve as principal coordinator for NIMS implementation (to include a principal coordinator for NIMS implementation within each Tribal Department/Agency).  New FY 2008: Tribal audit agencies and review organizations include NIMS implementation activities in all audits associated with Federal Preparedness Awards.

12 PREPAREDNESS: TRAINING New Tier 1 Metrics for FY 2008  New FY 2008: Use available resources such as programs, personnel and training facilities to coordinate and deliver NIMS training.  New FY 2008: ICS-300: Intermediate ICS training completed by appropriate Tribal personnel as identified by the Tribal Implementation Plan in alignment with the Five-Year NIMS Training Plan, October 2007.  New FY 2008: ICS-400: Advanced ICS training completed by appropriate Tribal personnel as identified by the Tribal Implementation Plan in alignment with the Five-Year NIMS Training Plan, October 2007.

13 RESOURCE MANAGEMENT New Tier 1 Metrics for FY 2008  New FY 2008: Utilize response asset inventory for intrastate and interstate mutual aid requests [such as Emergency Management Assistance Compact (EMAC)], training, exercises, and incidents/planned events.  New FY 2008: Develop/participate in appropriate credentialing system to credential emergency management/response personnel to ensure proper authorization and access to an incident, including those involving mutual aid agreements and/or assistance agreements.

14 COMMAND & MANAGEMENT New Tier 1 Metrics for FY 2008  New FY 2008: Multi-agency Coordination System (MACS): Coordinate and support emergency management and incident response activities through the development and use of integrated MACS, i.e. - develop and maintain connectivity capability between Incident Command Posts (ICP), 911 Centers, Emergency Operations Centers (EOCs), and NRF organizational elements.  New FY 2008: Public Information: Institutionalize, within the framework of ICS, Public Information, [e.g., a Joint Information System (JIS) and a Joint Information Center (JIC)] during an incident/planned event, where applicable.  New FY 2008: Ensure that Tribal Public Information procedures and processes can gather, verify, coordinate, and disseminate information during an incident/planned event.  New FY 2008: Utilize access control measures during an incident.
