3 3 Budget and Work Program Outlook  Work Program is a list of specific projects for 5 years  Projects developed in cooperation with MPOs and Counties  State’s highest priorities Safety System preservation and maintenance System capacity  2011-2015 Tentative Work Program submitted to Governor and Legislature on February 16, 2010  FDOT Budget is 1 st year of Work Program  Budget and Work Program include new Florida Rail Enterprise

4 4 2011-15 Tentative Work Program Capacity (All Modes) $12.3 Billion 37% Operations, Maintenance, Safety, Other Public Transportation $15.5 Billion 46% Debt Service $1.2 Billion 3% Support $4.8 Billion 14% Total Work Program = $33.7 Billion

5 5 Local Government Programs  Small County Outreach Program (SCOP) $17 million; counties with population less than 150,000 Assist with improvements to county roads New eligible types of work: repair or rehabilitate bridges, pave unpaved roads, road related drainage improvements  County Incentive Grant Program (CIGP) $34 million; all counties (municipalities apply through county) Improve facilities, including transit, on the State Highway System or which relieve congestion on the State Highway System  Small County Road Assistance Program (SCRAP) $25 million beginning in Fiscal Year 2013; counties with 75,000 population or less Assist with resurfacing or reconstructing county roads

6 6 2009 Federal Economic Stimulus  Project funding About 550 highway projects; $1.3 billion 172 transit projects; $316 million 21 airport projects; $72 million $1.25 billion discretionary grant for high speed rail No TIGER Grants  “Use it” by March 2, 2010 or “lose it” Florida at 94.1%; will meet deadline Florida may receive additional states if they “lose it”

7 7 Other Federal Issues  2010 Economic Stimulus? House passed $150 billion “Jobs for Main Street Act” on December 16  Same transportation funding levels as 2009 Economic Stimulus  50% must be under contract within 90 days of apportionment  $19.5 billion from General Fund for Highway Trust Fund  Extension of SAFETEA-LU through September 2010 Senate proposal not formalized; no funding identified  Federal Transportation Program Authorization House:  Transportation and Infrastructure Committee bill: 6-year authorization  Interim measures discussed above Senate:  Draft: about $20 billion for Highway Trust Fund  Draft: extention of SAFETEA-LU through December 2010 No Senate bill

8 8 What Is the FTP?  Florida’s long range transportation plan Addresses needs of entire transportation system  A plan for all of Florida, not just FDOT State, regional and local transportation decision makers  Provides policy framework for expenditure of state and federal transportation funds Guides state’s program funding allocation decisions
