8 150 detailed activities, some of those are as follows:  To develop system of long term follow-up of children with congenital defects  To include the care for old people in conception of health and social affairs of communities  To provide examination of VHB and VHC markers in groups with risky behavior  To establish a clinical oncologist centre in Liberec city  To promote positive changes of lifestyle in diabetic patients  To develop programme of prevention of injuries at schools  To identify local health risks from water, soil and air pollution and to determine priorities for solution of problems  To support principles of healthy nutrition  To realize campaigns on smoking control e.g. Quit and Win, to arrange Weeks of Physical Activity and exercises for mothers and babies  To increase knowledge of public about risks of home environment….etc. etc.

9 Resolution No. 221/02/RA Draft of the Health Policy of the Liberec Region The Regional Assembly appreciates the working group led by MUDr. Vladimír Valenta and thanks it for preparing this draft and approves „Draft of the Health Policy of the Liberec Region“ and orders the creation of an efficient system of support for the realization of the health policy.

15 The solution lies in goal number 14 of the Health policy „Multi-sectoral responsibility for health“

16 Regional Assembly t a k e s d u e n o t e o f “Health – a capital for social and economic regional development“ workshop resolutions. The workshop took place on 9th and 10th May 2005 under the auspices of the World Health Organization, according to the reasoned report, and imposes liabilities on 1. Ing. Jiří Bezoušek, Head of Economic and Regional Development Department, to a) ensure cooperation with other heads of departments in order to implement all conclusions into Liberec regional development documents. b) submit, to the Regional Assembly, a system evaluating Liberec regional development documents, based on the approved Liberec regional public health policy. 2. Jiří Benedikt, Head of Public Health Care Department, to submit, to the Regional Assembly, a proposal that will change the status of the “Working Group” implementing Liberec regional public health policy, in order to establish a closer coordination in preparing Liberec regional development documents. 17 Aim: To put in place a permanent system assessing development documents that will ensure and enforce health care in and around the region of Liberec. Also to develop an awareness and understanding by citizens that the potential for good health is additionally influenced by social, economic and environmental factors as well. This system will ensure that all sectors will share in this responsibility for health. The ultimate aim is to improve personal health according to an approved regional health care policy. Proposal for assessing Liberec regional development documents within the region’s approved health policy.

18 Target groups:  Health impact assessment methodology (HIA) supervisor and supervisor of HIA results methodology within the Liberec region’s health care policy.  HIA Processor  Development documents processors, beneficiaries and recipients  Working group for implementing the health policy  Public Proposal for assessing Liberec regional development documents within the region’s approved health policy.

19 Princip: Enforcement and implementation of the HIA method (health impact assessment) into the preparation of development documents (likewise in EIA), and a subsequent assessment of recommendations and conclusions resulting from it. This will mainly come from the approved Liberec regional health care policy. Proposal for assessing Liberec regional development documents within the region’s approved health policy.

20 Activities: Processors, beneficiaries, and possible recipients will go through HIA training method. HIA will become an irrevocable part of the document preparation and assessment process which will be determined by the processor. Working groups implementing the Liberec regional health care policy will be integrated into the group of development documents adjudicators Proposal for assessing Liberec regional development documents within the region’s approved health policy.

21 Resolution no.1282/05/RC Regional council approves the proposal for assessing Liberec regional development documents within the approved regional health policy a lays duties on: Head of Public Health Care Department to  Process the metodology of HIA method training  Process the method of assessing using the approved health care policy viewpoint Head of Economic and Reg. Development Dep.to  Embed the HIA into selected regional development documents

22 Resolution no. 1034/06/RC Regional Council after discussing the submitted material approves the system identifying the HIA results conforming with the regional approved health policy and authorizes to ensure processing HIA into the conclusion of developing documents and submit proposals of these documents with the incorporated HIA to the health department to be assessed by the health policy working group to ensure the documents conformity with the Liberec regional approved health policy.
