1 Status of 8-Hour Ozone NAAQS Program in Clark County Presentation to Air Quality Forum May 10, 2005

2 Background EPA issued final nonattainment designations for 8-hour ozone NAAQS on April 30, 2004. Effective date of designation was June 15, 2004. Governor requested delay of effective date. EPA permitted deferral of effective date to September 13, 2004.

7 Clark County 2005 Ozone Studies Ozone Characterization Study Contractor – Technical & Business Systems, Inc. Purpose: – Characterize ozone and its precursors. – Develop procedure for forecasting high ozone days. Status: – Staff reviewing draft report; enhancing ozone monitoring network based on findings to date. – Will draft final report after receiving 2005 ozone season data to validate forecasting technique for high ozone days.

8 Biogenic Emission Inventory Study Contractor – Environmental Quality Management, Inc. Purpose: – Conduct biogenic emission inventory to quantify biogenic emissions within Clark County. Status: – Completed field survey of urban and rural ground cover. – Began updating biogenic model to include local data before quantifying emissions. – Final report with results by year end. 9 Establishing Upper Air Wind Measurements in Clark County Contractor – Desert Research Institute Purpose: – Establish upper air wind measurements in Clark County. – Obtain data on ozone transport issues. Status: – 4 SODARS and 1 radar wind profiler delivered this week. – Completed site selection and obtained approvals. – Will collect data as soon as equipment is operational. 10 Volatile Organic Compounds Emitted from Use of Consumer Products Contractor – MACTEC Engineering and Consulting Purpose: – Gather information on VOCs emitted from use of selected consumer product categories. – Assess contribution to total VOC levels in Clark County. – Identify appropriate, cost-effective control measures. Status: – Completed all field surveys but one and began compiling data. – Expect to complete final report by September 30. Clark County 2005 Ozone Studies

11 Mobile Source Impact Study Contractor – ENVIRON International Corporation Purpose: – Develop ozone precursor emissions inventories for the Clark County nonattainment area that include all on-road mobile sources. Clark County 2005 Ozone Studies

12 NOy and VOC Ambient Air Sampling Contractor – Desert Research Institute Purpose: – Evaluate reactive component of oxides of nitrogen, excluding NO and NO 2. – Conduct ambient monitoring for VOCs. Clark County 2005 Ozone Studies

13 Ozone Monitoring Network Saturation Study Contractor – Technical & Business Systems, Inc. Purpose: – Evaluate monitoring network and expand to measure highest ozone levels. Clark County 2005 Ozone Studies
