THE IMPACT OF CLIMATE CHANGE ON EMPLOYMENT CHANGING WORKFORCE AND CAPACITY BUILDING NEEDS Climate change and social dialogue Adaptation to change is a constant phenomenon in the lives of companies and workers. Social dialogue can help to prevent or limit the negative social consequences. The sectoral dialogue tables were established in Spain in 2005 to deal in a tripartite basis with Kyoto commitments.

In order to advance on emissions reduction a tripartite agreement is signed with the following objectives: 1.Strict fulfilment of Spanish Kyoto commitments preserving competitiveness, employment and social cohesion. 2.Advance towards a sustainable development model and productive system. 3.Improve Spanish economy competitiveness through innovation and technological capacity. 4.Improve Spanish economy to create more and better jobs and increase social cohesion. 5.Raise awareness on Kyoto agreement importance and need 6.Involve social agents and sectors affected.

THE IMPACT OF CLIMATE CHANGE ON EMPLOYMENT CHANGING WORKFORCE AND CAPACITY BUILDING NEEDS Dialogue tables objectives The dialogue tables seek to anticipate precisely: 1.Possible adverse social effects, in particular those related to competitiveness and employment in order to prevent, avoid or reduce them. 2.Most cost- effective options related to competitiveness, employment and social cohesion to fulfil with Kyoto Protocol. 3. Opportunities for Spanish economy development and affected sectors.

THE IMPACT OF CLIMATE CHANGE ON EMPLOYMENT CHANGING WORKFORCE AND CAPACITY BUILDING NEEDS Dialogue tables functioning In a first phase seven sectoral tables were established, power sector, oil refining, iron and steel manufacturing, glass and ceramics, cement production and paper and pulp production. Contents and activities focused during 2006 on evaluating national allocation plans (2005), forecasting of 2006 National Allocation Plans, problems on concrete installations, indicators correlating employment and emissions.
