THE IMPACT OF CLIMATE CHANGE ON EMPLOYMENT CHANGING WORKFORCE AND CAPACITY BUILDING NEEDS

Climate change as a central economic and social problem. Besides awareness raising on climate change as such 1.Implementation of agreements (more ambitious, wider) 2.Better understanding of consequences at different levels, on different actors, etc: consequences on production and particularly on employment THE IMPACT OF CLIMATE CHANGE ON EMPLOYMENT CHANGING WORKFORCE AND CAPACITY BUILDING NEEDS Re- directing production Anticipating and adapting to restructuring needs

Workforce has to deal with two different dynamics -Mitigation policies: CO2 reduction. To a climate friendly production: energy efficiency, new sources of energy, consumption reduction. -Adaptation: resilience (short term needs: extreme weather events) and acclimatisation (medium and long term policies related to climate change). THE IMPACT OF CLIMATE CHANGE ON EMPLOYMENT CHANGING WORKFORCE AND CAPACITY BUILDING NEEDS One objective: A fair and effective transition.

Mitigation Resilience Acclimatisation THE IMPACT OF CLIMATE CHANGE ON EMPLOYMENT CHANGING WORKFORCE AND CAPACITY BUILDING NEEDS Employment tools for a fair and effective transition 1. Training, competence, qualification 2. Social protection 4. Social dialogue 3. Solidarity 5.New rights

THE IMPACT OF CLIMATE CHANGE ON EMPLOYMENT CHANGING WORKFORCE AND CAPACITY BUILDING NEEDS Transition scenarios Intra- enterprise Changes Informal, agriculture, fisheries Closure and creation of enterprises Cleaner production, new developments (core production) Transition for entire sectors Innovation, research and development When linked to poverty and unsecurity ?????

THE IMPACT OF CLIMATE CHANGE ON EMPLOYMENT CHANGING WORKFORCE AND CAPACITY BUILDING NEEDS Workforce and training needs Cleaner production, new developments (core production) Transition for entire sectors Transition for informal sector and self employed Vocational education, skills development, qualification New qualifications and skills Union training Training and awareness raising Safety nets

THE IMPACT OF CLIMATE CHANGE ON EMPLOYMENT CHANGING WORKFORCE AND CAPACITY BUILDING NEEDS Sustainlabour / UNEP training program on climate change for trade unionists Only a trained world of work can co- manage the change 1. What. Climate changes: causes and consequences. Consequences on employment. Transition needs by sectors. Information on regions. What workers can do: concrete experiences of trade union participation on climate change. 2. Who. Trade unionists from the following regions: Latin America, Asia and Africa. 3. When 2007: development of materials 2008: train the trainers session for all regions. Latin America and Asia regional seminars. 2009: Africa regional seminar.

THE IMPACT OF CLIMATE CHANGE ON EMPLOYMENT CHANGING WORKFORCE AND CAPACITY BUILDING NEEDS Training for COP host trade unions Only a trained world of work can co- manage the change Buenos Aires Training seminar for Mercosur unions Nairobi Preparations for Bali (Hoping for a regional seminar)

THE IMPACT OF CLIMATE CHANGE ON EMPLOYMENT CHANGING WORKFORCE AND CAPACITY BUILDING NEEDS Further training activities on climate change Latin America: Sub-regional seminars (3). Africa: Extractive industry workers.

THE IMPACT OF CLIMATE CHANGE ON EMPLOYMENT CHANGING WORKFORCE AND CAPACITY BUILDING NEEDS Climate change and social dialogue Adaptation to change is a constant phenomenon in the lives of companies and workers. Social dialogue can help to prevent or limit the negative social consequences. The sectoral dialogue tables were established in Spain in 2005 to deal in a tripartite basis with Kyoto commitments.

THE IMPACT OF CLIMATE CHANGE ON EMPLOYMENT CHANGING WORKFORCE AND CAPACITY BUILDING NEEDS Dialogue tables objectives Spain was very far behind its Kyoto commitments. In order to advance on emissions reduction a tripartite agreement is signed with the following objectives: 1.Strict fulfilment of Spanish Kyoto commitments preserving competitiveness, employment and social cohesion. 2.Advance towards a sustainable development model and productive system. 3.Improve Spanish economy competitiveness through innovation and technological capacity. 4.Improve Spanish economy to create more and better jobs and increase social cohesion. 5.Raise awareness on Kyoto agreement importance and need 6.Involve social agents and sectors affected.

THE IMPACT OF CLIMATE CHANGE ON EMPLOYMENT CHANGING WORKFORCE AND CAPACITY BUILDING NEEDS Dialogue tables objectives The dialogue tables seek to anticipate precisely: 1.Possible adverse social effects, in particular those related to competitiveness and employment in order to prevent, avoid or reduce them. 2.Most cost- effective options related to competitiveness, employment and social cohesion to fulfil with Kyoto Protocol. 3. Opportunities for Spanish economy development and affected sectors.

THE IMPACT OF CLIMATE CHANGE ON EMPLOYMENT CHANGING WORKFORCE AND CAPACITY BUILDING NEEDS Dialogue tables functioning In a first phase seven sectoral tables were established, power sector, oil refining, iron and steel manufacturing, glass and ceramics, cement production and paper and pulp production. Contents and activities focused during 2006 on evaluating national allocation plans (2005), forecasting of 2006 National Allocation Plans, problems on concrete installations, indicators correlating employment and emissions. In a second phase a new important table is introduced on diffuse sectors: transportation and building Contents include the Spanish Strategy on Energy Efficiency measures
