2 2 Aims and Objectives: Oil Museum in Baku is established in accordance with the appropriate Order signed by President of the Republic of Azerbaijan on February 4, 2008. Oil Museum shall be a historical-cultural complex reflecting the legendary history of Azerbaijani Oil and 160 years old oil industry. One of the main aims of the Museum is to promote Oil that is an integral and important part of the life chronicle of our people and main factor of the economic power and accomplishments of our country. The Museum shall also serve to bring up our young generation with the spirit of profound respect and esteem with regard to our national resources.

3 3 Stages of the establishment of the Museum Conceptual Plan provides the establishment of the Oil Museum in three stages.

4 4 The first stage In this stage General Plan of the Project shall be developed, list of objects that the museum consists of, borders and protected areas shall be determined. 5 5 In the second stage preparation of the Thematic Plan of the Museum, determination of exhibits and other items necessary for its activity and their submission to the ownership of the museum, establishment of a fund – procurement commission on the evaluation and purchase of the exhibits, are planned to be realized. 7 7 Following measures are considered to be taken in the first stage: 1. To determine the borders of the museum, as well as the areas that the museum consists of and areas that covers the following zones: 1.1 inviolable zones wherein the most valuable historical-cultural complexes and various objects are saved and protected;

8 8 1.2 exposition zone established with the purpose of stationary exhibition and promotion of museum items; 1.3 scientific zone where works of scientific research will be conducted; 1.4 recreation zone considered to serve the attendants of the museum and for their relaxation; 1.5. maintenance zone where subsidiary maintenance objects will be located;

14 14 Location of the Museum: Baku, Sabail district, Territory of Bibiheybet Oil and Gas Production Office. The first stage of the concept of the museum has been made in accordance with certain scientific-historical and industrial periods and this concept will be implemented on the basis of researches conducted with the consent of the Institute of History of the National Academy of Sciences of Azerbaijan.

16 16 Exposition-exhibition activity Permanent exhibition activity will be carried out in the museum according to the Concept of the Museum. Main exposition of the museum will be formed on the account of the establishment of changing museum expositions and thematic places. Main exposition will be permanently partially renewed. Collection will not consist of eternally structured, “frozen” expositions, it will be constantly renewed with other items saved in the fund storages, and exhibition halls will play the role of scenes where the expositions organized on thematic principles are demonstrated.

17 17 Structural composition of the museum complex: Galleries for the exposition of exhibits; Venues (projects rooms) for art projects; Information technologies and computer information hall; Multiplex type cinema rooms; Hall and rooms for meetings, seminar and conferences and other events; Training and research rooms; Training and research rooms; Library; Child museum and intellect club; Internet club; Entertainment park for children (entertainments related with oil industry); Cultural and educational oriented park complexes; Club of the members of the Museum; Centralized archive of the SOCAR; Cafe; Cafe; Shops where oil related souvenirs will be sold; Guest house; Auto parking for transports moving in the territory of the Museum and for service cars and cars of guests.

18 18 Tourism Center The Museum will also be a tourism center for the guests of Azerbaijan. There will be a special exposition in the building of the museum, to introduce cultural and natural resources of Azerbaijan to tourists. 19 19 Functional structure of the Museum Functional structure of the Museum consists of outdoor zone of 45 000 square meters and indoor zone of 10 000 square meters divided into main and administrative buildings. 20 20 Outdoor zones will demonstrate emergence of oil and various stages of the development of the oil industry of Azerbaijan: 1. Park of the Jurassic period – demonstration of the models of pterodactylus, dinosaurs, paleosaurs and other representatives of organic world that lived during the period when oil emerged as a result of the dissolution of fauna and flora that lived on earth ten millon years ago.

21 21 2. Park of Zoroastrian age – demonstration of the model of over 4 000 years old eternal saint fire sanctuary discovered near Maiden Tower in 1964,and analogues of Temples of Fire and Volcano (burning mountain).

22 22 3. Park of the age of Alexander from Macedonia when warriors carried Absheron oil that they used for lightening, in leather sacks and earthenware crockery.

Park of the age when oil was produced by means of underground pipe (kahriz) – imitation of the well of Allahyar Memmedeli Nur that was 35 meters deep, dug in 1594 in Balakhani and which is considered as the first oil source in Absheron, and also imitation of the two wells that were located 18-30 meters from the see shore in Bibiheybet Bay and where in 1803 for the first time offshore oil production was realized.

Park dedicated to the beginning age of the industrial production of oil – demonstration of wooden oil well, blow drilling machine and other devises used for oil production with the method of “tartal” (moreover, oil wells located and functioning in the territory of the museum will be maintained and their exploitation be continued).

27 27 Outdoor zones – building of the museum, particularly: 1. Exhibition rooms for permanent and temporary (changeable) exhibits of the museum and galleries for temporary exhibitions; 1. Internal infrastructure: funds of the museum, repair shop and other workshops, storages, delivery and loading services; 6. Top management.

29 29 Character of the exhibits: Ancient drilling machine, wooden oil wells, functioning model of drilling well, samples of oil and mountain fossils and rocks taken out of oil wells, topographic maps, information about the companies which taking part in oil exploration, exhibitions about the history of the country’s oil production industry, samples of various equipments, documents, old pictures, functioning models or models of oil platforms, unique archive pictures, popular consumer products and items in production of which oil was used. Wide exhibition stands introducing the history of medically useful naphtalan oil.

30 30 Information technologies and computer information Collection and systematization of open computer information about oil and oil wells will be carried out and internet club equipped with 3D Max program will work in this section. 31 31 Geographical, geological, chemical and technological information about all the oil wells of Azerbaijan, as well as about many oil wells of near and distant foreign countries, will be placed in the main database of the Museum. There will also be cartographic and table materials about tens of fields and wells in the museum. Packages of programs to be prepared, will be used in the Scientific-research Center of the museum. Exhibits of the museum, information and “files” of oil samples inserted in computer memory will be prepared in hand with the staff and scientific-research centers of the museum. Section of information technologies and computer information will also be engaged in creation of database for the implementation of fundraising strategy prepared by the Scientific-research Center of the museum.

32 32 Scientific-research Centeri A Scientific-research Center will be established as a part of the museum. This Center will be used as a source of information supply in making decisions with regard to many issues related with the use of oil in the territory of Azerbaijan. Main points of the research will be the history of study and use of oil, discovery and utilization of oil fields, promotion of scientific- technical progress in searching for, drilling and exploitation of oil and gas fields, perspectives of the development of oil resources in the territory of Azerbaijan, protection of ecology, deep underground and environment and etc. Scientific-research center will also render professional consultations to the oil enterprises of the country and be engaged in fundraising strategy of the museum.

33 33 Audiovisual means. Interactive exhibitions, video, functioning models, plays, photos and etc. will be demonstrated in the museum. 34 34 Financial sources of the museum: Fundraising (finding additional financial sources – donor organizations, charity funds and etc.); Museum shops; Guest house; Corporative and individual membership institute; Personal donations; Entrance fees to museums and exhibitions; Financial means deriving from scientific-research and other works carried out upon the orders of organizations, entities and enterprises, as well as separate citizens; Incomes deriving from the sale of advertising and souvenir items, publishing activity; Fees paid for taking video and photos in the territory of the museum.
