12 12 SHSP Requirement Minimum of 25% to Law Enforcement (LE) – Terrorism prevention-oriented planning activities – Organization costs – Training – Exercises – Equipment Identified in workbook by SHSP/LE funding source

13 13 SHSP Requirement 50% Limit Personnel Related Activities – Pay for staff and/or contractor regular time costs – Overtime costs – Backfill costs Must be tracked and submitted separately for all planning, training, exercise and equipment activities

14 14 SHSP Requirement Environmental Planning & Historical Preservation (EHP) – Any project with impact on natural or biological resources or historic properties – Applies to certain: equipment exercises training events – FEMA review and approval required – Not needed for application. Submit to OES at least one month before expenditure.

15 15 Allowable Equipment Costs Equipment must be from the Authorized Equipment List (AEL) – List can be filtered by grant – 21 equipment categories – EHP required items identified www.rkb.us

16 16 Allowable Equipment Costs Interoperable Communication Equipment purchases – – Must comply with standards & information listed in SAFECOM’s grant guidance – Yes/No in application workbook http://www.safecomprogram.gov See Guidance

17 17 Allowable Equipment Costs Critical Emergency Supplies – Shelf stable food, water, basic medical supplies allowable expense – Must have Viable inventory management plan Effective distribution strategy Sustainment costs Logistics expertise to avoid wasting supplies

18 18 Allowable Equipment Costs Eq Maintenance/Sustainment Costs Allowed: – Maintenance contracts – Warranties – Repair/replacement costs – Upgrades – User fees NOTE: Equipment must be purchased with HSGP funds and only during grant performance period

19 19 Equipment Requirement Performance Bond required for: – any equipment >$250,000 – any vehicle – any aircraft – any watercraft Bond costs are allowable, include in your application workbook

20 20 Equipment Requirement Must list quantity of equipment in application workbook Needed to determine reasonable costs

21 21 Equipment – CalEMA Approval Additional approval from CalEMA required for: – Emergency Operations Center (EOC) – Sole source purchases – Watercraft, aircraft, vehicles Approval needed prior to purchase

22 22 Equipment – NOT Allowable Renovation/construction (except for security enhancements) Joint Information Center (JIC) Department Operations Center (DOC)

29 29 Exercise Requirement Exercises – Must be conducted in accordance with HSEEP manuals – Must submit an After Action Report (AAR) & Improvement Plan (IP) within 90 days of exercise – Costs will not reimbursed until AAR/IP submitted www.hseep.dhs.gov

30 30 Exercises – NOT Allowable Reimbursement for maintenance and/or wear and tear costs Equipment purchased for permanent installation and/or use beyond scope of exercise
