2 Purpose of the Program Connections to the public sewer system within private residences or on private property can result significant amounts of stormwater being fed into the public sanitary sewer system. Stormwater in the public sanitary sewer system decreases the capacity of the system to handle sanitary sewer waste and results in increased treatment costs for the city as a whole. Stormwater in the public sanitary sewer system can result in sanitary sewer back-ups, resulting claims against the city and increasing investigation, litigation and insurance costs. Connections to the public sewer system within private residences or on private property can result significant amounts of stormwater being fed into the public sanitary sewer system. 3 Reducing the amount of stormwater in the public sanitary sewer system will be a public benefit to all residents of the city because it will increase the capacity of the sanitary sewer system and reduce claims against the city and associated costs. The city desires to implement a program to repair and replace connections to the public sewer system within private residence and on private property in order to increase the efficiency of the public sanitary sewer system and reduce costs to the city as a whole. 4 History of Program Storm water mitigation program was approved by the Board May 17, 2005 Storm water mitigation program was approved by the Board May 17, 2005 Amendments to the original program were approved January 16, 2007 Amendments to the original program were approved January 16, 2007 These amendments changed the fee structure to allow residents to be reimbursed up to $4000 for the necessary changes to the private interior plumbing.
