2  Federalists met in Hartford, Connecticut, Dec 1814  New Englanders resented Madison for the Embargo Act & the war  Threatened to secede from the Union  Wanted changes to the Constitution to weaken the power of the South and West

3  Abolish the 3/5 Compromise  Require 2/3 of Senate to declare war  Place a 60-day limit on any embargo.  Limit president to 1 term  No president may succeed another president from the same state.
