3 Strategic objectives of the programme  Strengthen the capacity of local government and professionalize the environment to enhance infrastructure delivery  Create decent jobs for young graduates while contributing towards long-term sustainability of local government operations  Increase a pool of professionals in the local government sphere 3

4 Short-term intervention – CoGTA to champion the process  Objective : Deploy specialists/experienced engineers or scientists to poor municipalities to provide technical support on infrastructure service delivery  Municipal Infrastructure Support Agency (MISA)  Establishment of MISA as a government component  Identify poor or struggling municipalities with limited or no technical capacity to deliver on infrastructure (52 for a start)  Deployment of retired or experienced engineers/planners to targeted poor municipalities  Assess impact of the intervention and identify areas of improvement  Document lessons learned and conduct continuous performance monitoring of the overall programme 4

5 Long-term intervention – In the short to medium term, National Treasury, IGR Division, to disburse funds to host institutions  Objective: To develop long-term pool of engineers, artisans and technicians required to sustain infrastructure service delivery in local government  Internship programme : Standardization & Recruitment Process  Identify host institutions (i.e. municipalities or Water Boards) to provide training to interns  Standardize training programmes and ‘stip-end’ per discipline  Finalize the programme approved by the professional body  Standardize advertisement for different host institutions  Contractual agreement with host institutions  Placement of advertisements/recruitment of interns 5

6 Long-term intervention (Continued)  Internship programme : Process  Selection and conducting interviews : NT & Host Institution  Interns will be expected to enter into a contractual agreement with the targeted municipality to serve a term equal to the number of years in which State-funded training/coaching and mentoring was provided  Should the intern decide not to serve the municipality, there will be a buy-out option by any party.  Appointment and commencement of the training programme 6

7 Long-term intervention (Continued)  Internship programme : Coaching and mentoring  Registered/certified/experienced professionals in the relevant fields will be used to oversee training/mentoring/coaching of all the interns  If the Water Board or Municipality does not have sufficient registered professionals, then they can be sourced at an agreed rate and such a professional should commit to mentoring the interns until the intern has officially made a submission for registration with the relevant professional body 7

8 Long-term intervention (Continued)  Internship programme : Exposure to Practical Work  Host institutions will be expected to expose interns to:  various stages of the project (i.e. feasibility study, conducting a survey, design, project costing, implementation, monitoring and evaluation)  Projects that are implemented by the host institutions, contracted professional service providers, construction contractors, targeted municipalities etc.  Training by suppliers depending on items, materials or products being supplied.  Host institutions are expected to liaise with the Energy and Water SETA 8

9 Reporting  Reporting will be guided by the Grant Framework which will be shared with all host institutions 9

10 Conditions  Interns will be expected to enter into an agreement with the State to serve in the identified poor or struggling municipality for the period equal to the number of years in which funding was provided.  Targeted interns are unemployed graduates, technicians, and artisans or those who are completing final year or those who have completed but have not yet registered as professionals 10

11 Other stakeholders  Energy & Water SETA  Professional Bodies (ECSA, Plumbing Institute, SACNASP, etc)  SALGA, CoGTA, Department of Energy, Department of Water Affairs 11
