2 N.C. Enabling Legislation: In 2008, the 21 st Century Transportation Committee of the North Carolina General Assembly recommended in late 2008 that several urban counties be allowed to levy a ½% sales tax for public transit, after extensive research from its Intermodal Committee. Concurrently, the Triangle based Special Transit Advisory Commission also recommended a ½% sales tax in Wake, Durham and Orange Counties along with a $10 increase in vehicle registration fees. Those recommendations were enacted by the 2009 North Carolina General Assembly in House Bill 148, (Session Law 2009- 527) as part of a statewide package of transit funding legislation. The legislation also included authorization for a supplemental property tax in the Research Triangle Special Tax District. The components relative to the Triangle are outlined step by step below:21 st Century Transportation Committee recommendedextensive research from its Intermodal Committee Special Transit Advisory CommissionrecommendedHouse Bill 148 A. According to the General Assembly's Fiscal Research Division, the tax is expected to annually raise approximately $51 million in Wake, $16 million in Durham, and $5 million in Orange.According to the General Assembly's Fiscal Research Division 2
