2. N.C. Enabling Legislation: In 2008, the 21 st Century Transportation Committee of the North Carolina General Assembly recommended in late 2008 that several urban counties be allowed to levy a ½% sales tax for public transit, after extensive research from its Intermodal Committee. Concurrently, the Triangle based Special Transit Advisory Commission also recommended a ½% sales tax in Wake, Durham and Orange Counties along with a $10 increase in vehicle registration fees. Those recommendations were enacted by the 2009 North Carolina General Assembly in House Bill 148, (Session Law 2009- 527) as part of a statewide package of transit funding legislation. The legislation also included authorization for a supplemental property tax in the Research Triangle Special Tax District.
