This project is funded by the European Commission MEDA MoS II Project – Ministry of Transport – State of Palestine STANDARDISATION WHAT ARE THE ADVANTAGES? Uniform Quality of Products – Nationally & Internationally Safe and Secure Transport Safe and Secure Roads Ease of Access & Movement of Vehicles Between Countries Ease of Transfer of Products Between Countries STANDARDISATION WHAT SHOULD IT LEAD TO? The answer is:

This project is funded by the European Commission MEDA MoS II Project – Ministry of Transport – State of Palestine TRADE FACILITATION IS ENHANCED BY THE HARMONISATION OF BORDER CROSSING PROCEDURES, TECHNOLOGY AND INFRASTRUCTURE THE WEST BANK AND GAZA RELY ON THEIR BORDER CROSSINGS FOR TRADE AND SUSTENANCE

This project is funded by the European Commission MEDA MoS II Project – Ministry of Transport – State of Palestine BORDER CROSSINGS SHOULD BE INTEGRATED WITH ALL AGENCIES UNDER ONE AUTHORITY THE OPTIMUM BORDER CROSSING SHOULD ALSO BE “JUXTAPOSE” WITH BOTH COUNTRIES WORKING SIDE BY SIDE BUT MAINTAINING NATIONAL INTEGRITY WITH AN INDICATED DE FACTO BORDER LINE

This project is funded by the European Commission MEDA MoS II Project – Ministry of Transport – State of Palestine TO SEE THIS TYPE OF JUXTAPOSE BORDER CROSSING IN ACTION WE WILL GIVE THE EXAMPLE OF THE PROPOSED QATAR TO BAHRAIN CAUSEWAY (BRIDGE) DUE TO THE BAD EXPERIENCE RELATED TO THE BOTTLENECKS AT THE KING FAHD CAUSEWAY – BETWEEN BAHRAIN AND SAUDI ARABIA – THEY STIPULATED THAT NO VEHCLES WOULD BE PERMITTED TO STOP ON THE NEW CAUSEWAY TO SEE THIS TYPE OF JUXTAPOSE BORDER CROSSING IN ACTION WE WILL GIVE THE EXAMPLE OF THE PROPOSED QATAR TO BAHRAIN CAUSEWAY (BRIDGE) DUE TO THE BAD EXPERIENCE RELATED TO THE BOTTLENECKS AT THE KING FAHD CAUSEWAY – BETWEEN BAHRAIN AND SAUDI ARABIA – THEY STIPULATED THAT NO VEHCLES WOULD BE PERMITTED TO STOP ON THE NEW CAUSEWAY

POST CONSTRUCTION & OPERATION Project Enabling Cross Border Affairs

ENABLING POST-CONSTRUCTION CHALLENGES The Causeway Operation requires: Early Facilities Design Planning Design for unhindered traffic transit-flow Inclusion of the latest technology for transiting Cars, Heavy Goods Vehicles and Busses Modern Integrated Customs and Immigration

2. EACH END SCENARIO 3. ONE END SCENARIO 4. EACH END (SPLIT) SCENARIO Customs and Immigration BAHRAIN Customs and Immigration QATAR 1. CENTRE SCENARIO THE FOUR CONSIDERED CAUSEWAY SCENARIOS

Each country will maintain their own, border related, legal and regulatory status without compromise or risk Each country will collect and retain goods tariffs, visa and other fees and transfer them to their respective financial ministries LEGAL & REGULATORY STATUS

BAHRAIN EXAMPLE: The Concept is to take the complete Bahrain Clearance process and place it in the Sovereign Territory of Qatar but still maintain and ensure full Bahrain Legal and Regulatory Integrity The Concept also ensures the same integrity for each officer in all the Border Crossing Agencies. They work as if they are working in their own country and they do not have to compromise any laws The status of the Bahrain Clearance Process and Personnel will be similar to that of an Embassy in another country

BAHRAIN QATAR IMPORT BORDER CONTROLS BAHRAIN EXPORT BORDER CONTROLS QATAR DE FACTO BORDER QATAR SOVERIEGN TERRITORY ALLOCATED WITHIN THE BOUNDERIES OF BAHRAIN CAUSEWAY ENTRY

CONCLUSIONS ON SCENARIO 4: SCENARIO MEETS ALL CRITERIA OF UNHINDERED TRANSIT PROCESS THERE IS NO REASON TO CHANGE OR INCREASE ANY DOCUMENTATION IT COMPLIES WITH BOTH COUNTRIES LEGAL REQUIREMENTS SOVERIEGN CLEARANCE INTEGRITY REMAINS IN PLACE CREATES OPPORTUNITIES FOR UNIFIED SECURITY INITIATIVES PROGRESS WILL REQUIRE ON-GOING MEETINGS AND DIALOGUE THERE WILL BE A REQUIREMENT FOR FORMAL AGREEMENTS TO OPERATE EFFECTIVELY THERE MUST BE ONE MANAGEMENT ENTITY

QATAR – BAHRAIN CAUSEWAY PROGRAMME BI-LATERAL OPERATIONS LETTER OF AGREEMENT Preamble To enable the smooth unhindered operation of the Qatar-Bahrain Causeway it will require operational methodology and practices that are coordinated and seamless. This in turn demands that the operations management encompasses all end-to-end aspects of the Causeway and that they operate in a self-sufficient manner. To achieve this it requires a single operational management entity. The QBCF selected Scenario 4 guarantees the free-flow of transit traffic across the Causeway, in both directions, by utilizing Integrated Border Management at each end. The QBCF Scenario 4 was selected because it fulfilled all the criteria as follows:

QATAR – BAHRAIN CAUSEWAY PROGRAMME BI-LATERAL OPERATIONS LETTER OF AGREEMENT All legal and regulation aspects maintained for both countries Effective and efficient multiple Border Agencies procedures Minimal transit formalities Bi-Lateral Passenger and Goods Clearance at one location in each direction Elimination of static traffic on the Causeway Fast transit across and leaving the Causeway Causeway Revenues and Cost handled at one source All the above criteria are fully achievable with an “all-encompassing” Causeway Management Strategy which in turn requires bi-lateral Agreements and bi-lateral flexibility.

QATAR – BAHRAIN CAUSEWAY PROGRAMME BI-LATERAL OPERATIONS LETTER OF AGREEMENT QATAR – BAHRAIN CAUSEWAY OPERATIONAL RESPONSIBILITY 4 BAHRAIN QATAR 4 The Operational Responsibility should encompass the following: 1.All areas of the Causeway in Qatar and Bahrain including the landings, approaches and Border-related Agencies Facilities 2.All services and amenities 3.All Maintenance including Civil and Utilities – Land/Sea based 4.A De-facto Border Crossing at each end of the Causeway
