6 Vivekanand Research & Training Institute Involvement of community from planning to implementation stage followed by training in operation and management of common asset is essential. Activities should be need based rather than demand driven. For this PRA (Participatory Rural Appraisal) and microplanning with community is essential. At village level youth are selected and trained as " change agent “ to support in programme. Women are involved in all activities. Broad objectives of the programme are as below: – To establish child protection structures to address child labour issues. – To enroll all children in schools and provide quality education starting with Early Childhood Education. – To empower families and communities to take collective action for protection and development of children. – To enhance access to services of flagship programmes and social protection schemes for vulnerable families.
