3 Agenda  Introductions  Four Key Points:  APR OMB Clearance Status of APRs  GPRA 2 Definition  GPRA 2 Calculation & Knowledge Checks  Reporting GPRA 2 in the APR  Wrap-Up  Q & A

4 Key Point #1 – APR Clearance Status  HEP APR Clearance Status  Cleared OMB No. 1810-0684  DRAFT version is not cleared (due to pending changes)  Expected to be cleared within 10 business days  APR Due Date is November 15, 2012  CAMP APR Clearance Status  Cleared OMB No. 1810-0689  DRAFT version is not cleared (due to pending changes)  Expected to be cleared within 10 business days  APR Due Date is November 15, 2012

5 Key Point #2: What is GPRA 2?  GPRA stands for Government Performance and Results Act.  2012 HEP National Target for GPRA 2= 80%  80% of the no. of GED attainers will be placed into postsecondary education, vocational training, upgraded employment, or the military.  2012 CAMP National Target for GPRA 2 = 85%  85% of CAMP 1 st academic year completers will continue into postsecondary education

6 Key Point #2: What is GPRA 2? (Pgs. 13-14 of APR)  HEP - What does it mean to be “placed?”  Actual placement and not anticipated placement into one of the 3 placement options  Placed students can be counted up until the performance report is due (i.e., Nov. 15 th )  Postsecondary program should lead to an A.A., B.A., or B.S. degree  Vocational program should lead to a credential, certificate, or degree that leads to upgraded employment  Upgraded employment is a job position improvement whether it’s with current employer or different employer (p. 13-14 of HEP APR)  Military-Enlisted

7 Key Point #2: What is GPRA 2? (Pgs. 13-14 of APR)  CAMP - What does it mean to continue into postsecondary education?  Actual enrollment and not anticipated enrollment into postsecondary education  Continuing students can be counted up until the performance report is due (i.e., Nov. 15 th )  Student must remain enrolled past the date when students can no longer add courses, or a census date (whichever is the point when a student’s official enrollment status for the academic term is evaluated).

8 Key Point #2 : GPRA 2 Measure Definition HEP :  GPRA 2 Measure: The percentage of HEP General Educational Development (GED) attainers. CAMP:  GPRA 2 Measure: The percentage of CAMP first academic year completers who continue into a postsecondary education program.

9 Key Point #3: HEP: GPRA 2 Calculation For grantees who actually SERVE LESS than the number funded to be served and SERVE EXACLY the total number funded to be served: Formula for GPRA 2 Measure = no. of GED attainers placed no. of GED attainers

HEP: Knowledge Check √ Q1. Red Carpet HEP Project is funded to serve 60 students per year. The HEP served 52 students during the 11-12 budget period. Out of the 52 students served, 45 students attained their GED and 41 of the GED attainers were placed. A1. GPRA Measure 2: ___41___ 45 = 91% 10

HEP: Knowledge Check √ Q3. Grammy Award HEP is funded to serve 50 students per year. The HEP served 68 students during the 11-12 budget period. Out of the 68 students served, 48 students attained their GED, and 31 of those GED attainers were placed. A3. GPRA Measure 2: ___31____ 48 = 64% 11

12 Key Point #3: CAMP: GPRA 2 Calculation For grantees who actually SERVE LESS than the number funded to be served and SERVE EXACLY the total number funded to be served: Formula for GPRA 2 Measure = no. of CAMP 1 st academic yr. completers who continue no. of CAMP 1 st academic yr. completers

CAMP: Knowledge Check √ Q2. Velvet Rope University is funded to serve 75 students per year. The university served 68 students during the 11-12 budget period. Out of the 68 students served, 67 students successfully completed their first year of college and 65 students continued into postsecondary education. A2. GPRA Measure 2: ___65____ 67 = 97% 13

CAMP: Knowledge Check √ Q3. Oscar Award University is funded to serve 50 students per year. The university served 88 students during the 11-12 budget period. Out of the 88 students served, 54 students successfully completed their first year of college and 40 of the those students continued their postsecondary education. A3. GPRA Measure 2: ___40____ 54 = 74% 14

A3. Status of CAMP first academic year completers from question A2a above at the end of budget period. Y1Y2Y3Y4Y5 a.Unduplicated number of CAMP first academic year completers who continued in postsecondary education programs. (This amount should not be greater than the amount in A2a above.) (Obj. 2 National Target: 85%) (GPRA 2) 40 Key Point #4: CAMP: Reporting GPRA 2 in the APR(p. 28)

Key Point #4: HEP: Reporting GPRA 2 in the APR (p. 30) A3.Placement of GED attainers from question A2a above at the end of budget period. Y1Y2Y3Y4Y5 a.Unduplicated number of GED attainers who entered postsecondary education or training programs, upgraded employment, or the military (count each participant only once for this row for an unduplicated count). (This amount should not be greater than the amount in A2a above, and should equal the sum of A3a 1-3) (Obj. 2 National Target: 80%) (GPRA 2) 31 1.Number of GED attainers who entered postsecondary education or training programs 26 2. Number of GED attainers who obtained upgraded employment 3 3. Number of GED attainers who entered the military0

Number of GED attainers who obtained upgraded employment 5 3. Number of GED attainers who entered the military0

18 Wrap Up  HEP:  One formula to calculate the GPRA 2 %  Reviewed definition of “GED Attainer Placed”  APR awaiting clearance  CAMP:  One formula to calculate the GPRA 2 %  Reviewed definition of “CAMP 1 st academic yr. completer who continues”  APR is awaiting clearance
