2 22 APRIL 2011, ISTANBUL Eighty-one representatives from fifty seven civil society organizations and universities came together in Istanbul on the 22 nd of April with the aim of providing an impetus to Turkey’s EU accession process.

9 JOINT DECLARATION We, as representatives of various sections of civil society in Turkey, the business community, labor, small enterprises, craftspeople, tradespeople, farmers and science community, represent a broad consensus regarding Turkey’s accession to the European Union. Turkey’s accession to the EU is facing a stalemate. We are worried about the consequences of a failure to avert the stagnation of this process. We gathered here to share our concern with our government, political parties, our public and EU institutions, Member State governments, and the EU public. The present situation presents the impression that the EU process no longer constitutes a priority issue on the agenda of both parties and approaches a point of breakdown. EU membership continues to be an irrevocable target for Turkey. For us, Turkey’s EU membership perspective means achieving the goals of sustainable development, advanced democratic standards, legal security and rule of law, individual liberties, gender equality and welfare society. Conjunctural political and economic developments in the EU or Turkey cannot avert this essential direction.

10 It should be recalled that the EU direction is primarily our own problem. Within this understanding, we invite our government and political parties to exert a greater effort for the realization of Turkey’s EU membership perspective. For this reason, we wish that the upcoming elections provide an opportunity for a new beginning and we invite the political will resulting from the elections to be employed to reignite the reform process in a non-partisan spirit. It is especially of importance that Turkey’s EU membership should be taken into consideration before the 2014 budgetary framework. Reforms should be accelerated with a view to include Turkey’s EU membership perspective in the preparations of the EU’s 2014-2020 budgetary framework. It is of paramount importance that civil society which is an indispensable part of the process, should contribute to the joint effort to achieve the target of membership. We are fully aware of this responsibility. Additionally, the effectiveness of the current EU communication strategy should be evaluated, the credibility of messages conveyed to the EU should be investigated and a new and more effective communication strategy should be put into implementation. Despite the efforts of our chief negotiator, the visa issue continues to pose an obstacle hindering civil society dialogue.

11 We call upon EU leaders and institutions: Turkey and the EU have manifested their will for full membership for more than half a century. It is essentially for this reason that Turkey’s EU membership is an integral part of the EU’s becoming a global actor. It is within this understanding that we invite EU leaders to review their legal obligations, positions and discourses regarding Turkey’s accession process rapidly and seriously by taking into consideration the principle of pacta sunt servanda. We call upon both the EU and our government and political parties to make a substantive reassessment of this issue and we declare: Think about the next generations, not the next elections!
