Project Goal: test effectiveness of message and various communication techniques. Hire consultant to determine extent to which consumer behavior can be influenced and leftover paint reduced. 7 May 3-4, 2006 PPSI Meeting - Sarasota FL7 Next Steps Finalize White Paper  Provide information related to import/export regulations, which may affect the viability of transferring leftover paint across the U.S./Canadian border (Harry Finkbone). External/PPSI review until May 31 PPSI should send draft final to EPA, OSHA, and CPSC (don’t wait for review/approval before final) Distribute as final in June

8 May 3-4, 2006 PPSI Meeting - Sarasota FL8 Next Steps Work to extend VOC content provisions of Federal rule Wait for results from recycled paint certification project. NPCA will draft one-pager on this initiative. NPCA will draft a letter to be sent on PSI letterhead that explains the PPSI group interest in expanding the VOC content provisions in the OTC region. Review/approval by ??? PSI will consult with the Northeast Waste Management Officials Association (NEWMOA), the Northeast States Coordinated for Air Use Management (NESCAUM), and the Association of State and Territorial Waste Management Officials (ASTSWMO) to join forces on this request.

Who else absolutely needed? 3.Green Seal will incorporate comments and another draft will be presented to the Stakeholder Committee 4.Committee will provide last comments 5.Green Seal will finalize the standard by August 31 st 6.Final Standard will be posted on websites and circulated to specifying lists and authorities 7.Presentation to CIWMB on the final certification system

12 May 3-4, 2006 PPSI Meeting - Sarasota FL12 Recycled Paint Marketing  Can we develop a PPSI consensus on whether the Recycled Paint Standard should be 200 or 250?  Set 200 for some paint types and 250 for others?  Raise bar for all paint types to ensure margin of error?  Lower bar for all paint types by changing frequency of testing to ensure “significant compliance” with 200?  Next Steps? Subgroup?

13 May 3-4, 2006 PPSI Meeting - Sarasota FL13 Recycled Paint Marketing  How can recycled paint best be promoted to Green Building market?  Key question: How do we ensure that paints used indoors are safe?  Can this be addressed in recycled paint standard?  Are guidelines enough? (SWMCB)  Should PPSI pursue an LCA for tradeoff between low VOC content and benefits of recycled paint? (Tradeoffs need to account for susceptible populations.)  Other steps to take?

14 May 3-4, 2006 PPSI Meeting - Sarasota FL14 Recycled Paint Marketing  Should PPSI start developing an outline for a model procurement policy for government and businesses?  Who wants to be on subcommittee?  Subcommittee needs to address how to implement policy and get paint purchased even if agency has spec’s (MPCA experience).  Focus to include paint availability at time needed.

15 May 3-4, 2006 PPSI Meeting - Sarasota FL15 Recycled Paint Marketing  Should PPSI assist in establishing a formal communication channel between recyclers and paint manufacturers? (quality control issue)  Subcommittee reporting to Markets Workgroup?  Quarterly Council?  Should PPSI fund project to determine how best to market recycled paint? (increase positive perception of product)  University project?  Market consulting firm?

16 May 3-4, 2006 PPSI Meeting - Sarasota FL16 Recycled Paint Marketing  Rebecca to develop briefing paper on federal procurement issue: current policies, options, recommendation for PPSI to pursue.  Glenn to develop briefing paper on CA agency purchasing recycled paint drop in last 3 years: why, options, and recs.  Promote results of Product Care and RPC studies (substitute latex paint for water in concrete to increase life)  One pager from Pierre?  What is broken and how do we fix it?

17 May 3-4, 2006 PPSI Meeting - Sarasota FL17 Recycled Paint Marketing Guide for Distributors Goal:  Increase potential consumer markets for recycled paint Method:  Develop flexible and adaptable comprehensive marketing guide for public and private distributors  Target variety of market segments (e.g., homeowners, painting contractors, government agencies, non-profits, and export). Project On-hold

18 May 3-4, 2006 PPSI Meeting - Sarasota FL18 Recycled Paint Marketing Guide for Distributors #7  Portland Metro and Dunn-Edwards were the only funders interested in this project.  Both parties are willing to transfer $46,000 funds from #7 to #6?  Is there still a need for Project #7?
