2 BADGHIS EMERGENCY INFRASTRUCTURE PROGRAMME AGENCIA ESPAÑOLA DE COOPERACIÓN INTERNACIONAL MINISTERIO DE ASUNTOS EXTERIORES Y DE COOPERACIÓN INSURGENCY: not only a security problem Organized movement aimed at the overthrow of a constituted government through the use of subversion and armed conflict. The contest between the insurgency and the ruling government is one of legitimacy. Each player strives to demostrate that it is better capable of meeting the needs and expectations of the people, capturing the loyalty of the uncommitted majority through some combination of intimidation, promises and appeal to grievances.

3 BADGHIS EMERGENCY INFRASTRUCTURE PROGRAMME AGENCIA ESPAÑOLA DE COOPERACIÓN INTERNACIONAL MINISTERIO DE ASUNTOS EXTERIORES Y DE COOPERACIÓN PROVINCIAL RECONSTRUCTION TEAMS Hamlet and GST PRT Concept: A PRT is a civil-military institution that is able to penetrate the more unstable and insecure areas because of its military and is able to stabilize these areas because of the combined capabilities of its diplomacy, military and economic components. The PRT should not act as an alternative to the Afghan Government, but rather to improve its capacity to govern itself.

Life expectancy is 45 years. Income per capita 212 $/year One out of every six births ends with the death of the child. The number of deceased women for the same reason is approximately the same One out of every four children will die before turning 5 years old, 40% of them because of water-related diseases. One out of every five children surviving after 5 years old will not turn 12. Only 6 % of the population has access to drinkable water There is not a single kilometer of asphalt in the whole province, nor sanitation system or any power network

Alternatives to opium crops 5º Next ADZ expansion 1º Road construction in order to facilitate government reach, as well as free movements of people and goods improving the access to the private sector 2º Consolidating security situation by deploying adequate number of troops national or/and Spanish INSTITUTIONAL STRENGTHENING LINKED TO AN EXIT STRATEGY QIP

HEALTH QiN Hospital temporary full management (salaries, drugs and supplies). Institutional strengthening for management issues (target: fulfilling Afghan Hospital Standards ). Old buildings rehabilitation Drug logistical center New pavilion structure. Implemented by IOM. Budget 750.000 Euros. First propagation study already conducted. Technical project ongoing. During this year a women journalist from Spain will join the project. 5. GENDER 20062007 2008 Women radio project operational Construction of 3 women centers in several districts

Including irrigation system improvements, water collection points rehabilitation, crop advice and new farming techniques. 6. AGRICULTURE 20062007 2008 Delivery of key agricultural supplies Construction and management of a National Rural Development Training Center (Spain, Poland and Emirates joint activity) Pistachio forest protection and rehabilitation
