13. Possibilities do not include...... a formal “plan” in the traditional sense – one that would find its place on our bookshelves & never be implemented.

14. Instead... We are encouraging all parties to work with us in focusing on common priorities for the future, understanding that each person, agency, and organization can contribute to effective resolution of priorities, in ways that they deem suitable for their individual roles, responsibilities, needs, and resources.
