19 Quality of Alignments (QoA) Return to Alignment Status Information
Each alignment is assigned a QoA based on match comparison between billet requirements and personnel data using approved rules and criteria Use dropdown to select desired QoA level Default is all QoA levels, ctrl-select option available for multiples QoA levels 1-5, 1 being exact match alignment Each alignment is evaluated to achieve the best possible alignments for the unit

20 Aligned Personnel Return to Alignment Status Information
Aligned personnel are those that are aligned to a funded billet (BA) only Default is unchecked Must be checked to limit search to only aligned personnel

23 Vacant Billet(s) Return to Alignment Status Information
Several examples of a vacant billet Funded billet with no aligned member With or without a prospective gain For requisition purposes, aligned funded billet where member is a projected loss Vacant billet search only returns funded billet with no aligned member (option #1 from above) Every vacant billet will generate a requisition and be prioritized (option #1 and #2 from above) May or may not be advertised Default is unchecked Must be checked to limit search to only vacant billets

24 Bridged NEC(s) Return to Alignment Status Information
Some alignments do not satisfy all NEC requirements on the billet (less than a perfect match, not QoA1) or billets may be vacant Other onboard members can “Bridge” these NEC requirements if they hold the NEC in inventory, DNECd to the NEC, and are not using that DNEC in their current alignment A Sailor in an unfunded billet or excess can bridge Partial Activity Manning Score credit for Bridged NEC(s) Only funded billets can be bridged If Bridged NEC is on a vacant billet, Bridging will NOT suppress a requisition Not restricted by pay grades Usually common with dual NEC requirements Bridging only occurs within a rating/community Default is unchecked Must be checked to limit search to only bridged NECs

25 Floating NEC(s) Return to Alignment Status Information
Floating NEC(s) A Navy Enlisted Classification (NEC) requirement appearing on a billet/position but is an activity skill requirement rather than a requirement for a billet/position i.e. SAR Swimmer; Sub Diver Are considered as a separate skill independent of the billet for which it’s attached Do not generate a requisition when vacant and are not advertised separately from attached billet Detailers are not required to fill billet with the floating NEC skill Are awarded at the command level Default is unchecked Must be checked to limit search to only floating NECs

63 Activity Summary Results (pg 1 of 2)
Field Description The Activity Summary Results depict summary number information concerning an entire UIC or group of UICs depending on the initial search parameters. These numbers are not affected by additional search criteria that may be selected and will remain static as criteria are added or drill downs occur. The intent is to provide an overall activity health snapshot and what sub-groupings make up the total personnel inventory. Drilldowns are available for each summary number which will display the alignment details provided the row count is less than 15,000. All table details are printable and exportable to Excel. Manning Score Represents the cumulative assigned QoA score of all funded alignments i.e. QoA1=100 points, QoA2=95 points. Together their cumulative manning score would be 98 (total score divided by total score possible). Manning scores are for entire activities, not sub-groups like ratings or pay grades. Manning score is not displayed when doing multiple UIC searches . Current Onboard Total inventory of all personnel onboard an activity regardless of status or alignment (alpha roster count). Hyperlink filters details to just current onboard personnel. QoA 1 thru QoA 5 Percentage of alignments that fall into each QoA category. Hyperlink filters details to just those personnel in the QoA category selected. Aligned Count of personnel aligned to funded billets (aligned BA). Does not include alignments to excess positions or unfunded billets. For ease of understanding, this number can be compared to the Funded Billets number to see at what level the activity’s BA has been satisfied. Hyperlink filters details to just the aligned personnel to funded billets. Unaligned Count of personnel that should be aligned but for some reason are not. Given the alignment rules these personnel should’ve aligned but did not. There will not be any personnel in this category for Phase 1A, however, unexpected gains will fall into this category in Phase 1B. Hyperlink filters details to just the unaligned personnel. PL Count of personnel that are projected as losses from an activity within the Loss Projection Window. The Loss Projection Window is that target time period that personnel will be negotiating for orders and their billet will potentially be advertised for backfill. Currently 9 months from the member’s PRD. A member is considered a PL based off their PRD, EDLN Date or EAOS. Hyperlink filters navigates to the PL/PG report where all PLs/PGs for the activity will be displayed. PG Count of personnel that are projected as gains to an activity within the Loss Projection Window. The Loss Projection Window is that target time period that personnel will be negotiating for orders and their billet will potentially be advertised for backfill. Currently 9 months from the member’s PRD. A member is considered a PG based off their PCS orders. Hyperlink filters navigates to the PL/PG report where all PLs/PGs for the activity will be displayed. Funded Billets Count of funded billets at an activity (BA). This is an activity’s BA, funded through their respective Resource Sponsor. Hyperlink filters details to just the funded billets. Total Vacant Funded Billets Count of vacant funded billets at an activity (vacant BA). This represents the number of funded BA that are not aligned (vacant). The aligned count subtracted from the Funded Billets count should equal this number. Hyperlink filters details to just the vacant funded billets. Total Excess Personnel Count of personnel aligned to other than funded billets or those that are alignment-exempt. This category includes members aligned to excess positions, unfunded positions, and alignment-exempt. Hyperlink filters details to just the excess personnel.

Each NEC is counted separately even if listed on multiple billets. Total Critical NEC Count of critical NEC requirements at an activity. Of all activity NEC requirements, these are the ones that have been identified as critical by the owning TYCOM. This list is managed by NPC. Gapped Critical NEC Count of gapped critical NEC requirements at an activity. Of those NEC requirements identified as critical, this lists how many are not being satisfied either by the aligned member not holding the NEC or the billet being vacant. Hyperlink navigates to the Gapped NEC report for the activity displaying just the gapped critical NECs. Gapped NEC Count of gapped NEC requirements at an activity. This list all NEC requirements not being satisfied by the aligned member or because the billet is vacant. . Hyperlink navigates to the Gapped NEC report for the activity displaying all gapped NECs. Bridged Critical NEC Count of bridged critical NEC requirements at an activity. Of those NEC requirements identified as critical, this lists how many gapped critical NECs are being bridged by another onboard member. Hyperlink navigates to the Gapped NEC report for the activity displaying just the bridged critical NECs. Bridged NEC Count of bridged NEC requirements at an activity. This lists how many gapped NECs are being bridged by another onboard member. Hyperlink navigates to the Gapped NEC report for the activity displaying all the bridged NECs. Floating NEC Count of floating NEC requirements at an activity. This list those NECs identified as floating NEC, not specific to a rating and are the responsibility of the activity to train and assign. Hyperlink navigates to the Gapped NEC report for the activity displaying just the Floating NECs. Filled Floating NEC Count of filled floating NEC requirements at an activity. Lists how many floating NEC requirements are actually filled by onboard members. A member can fill a floating NEC as well as be aligned to another billet elsewhere in the command. Hyperlink navigates to the Gapped NEC report for the activity displaying just the Floating NECs and those members filling the Floating NEC requirement.

65 Alignment Summary Results (pg 1 of 2)
