1 Project State Road 434 Outfall Ditch to the Little Wekiva River FDOT Project Manager: Dennisse Zornan Little Wekiva River SR 434 Outfall Ditch Good evening and welcome to tonight’s Public Information Meeting for the State Road 434 Outfall Ditch at the Little Wekiva River. My name is Dennisse Zornan and I am the Florida Department of Transportation’s Project Manager for this project. The purpose of tonight’s meeting is to share information about the proposed project and to provide time to answer questions with interested parties. I will give a brief overview and afterwards you are encouraged to view the exhibits and ask questions. Outfall Ditch Little Wekiva River State Road 434 Existing The project is located in Seminole County, Florida within the limits of the City of Altamonte Springs. The existing State Road 434 Outfall Ditch includes a triple box culvert and a man-made ditch stream that discharges approximately 970 feet downstream to the Little Wekiva River. 5 Project History Routine Maintenance
Several Attempts Over the Past Decade to Correct/Prevent Further Erosion Previous Project (Project No ) Constructed in 2002 Included Plantings, Erosion Control Mats, Sand-Cement Ditch Blocks, a Gabion Basket, and Rubble Rip-Rap January 2006 Removal of Overgrowth; Inclusion of Additional Sand-Cement Bags Within the past 10 years, several major maintenance activities have been performed by FDOT to correct and prevent further ditch erosion. In 2002, placement of planting materials, erosion control mats, rubble rip-rap, and construction of sand cement ditch blocks and gabion basket were done for slope protection. In 2006, removal of overgrown planting materials and garbage and inclusion of additional sand cement bags were performed. SR 434 Outfall Ditch FPID No

Existing Conditions Ditch has Deepened, Causing Severe Bank Erosion on Both Sides Erosion is Encroaching on the Surrounding Residents’ Backyards Neighbors have Built Retaining Walls Residential Fences are Beginning to Lean and Lose Stability Ditch is Difficult for Florida Department of Transportation to Maintain Hard to Access Costly to Maintain Currently, the ditch bottom and steep side slopes experience erosion due to frequent storm events causing increased maintenance issues, potential impacts to adjacent residential properties, and long term maintenance costs to FDOT. 8 Existing Conditions Slope Protection
Provided at Various Ditch Bank Locations Gabion Basket Last Structure Prior to Discharge to Little Wekiva River Structure is Failing Primary Reason for Current Design Project The photo shown here is the gabion basket in its present condition located just upstream of the Little Wekiva River. The structure has failed and water is flowing around the structure causing slope erosion. The primary reason for the current design project is to replace this failed structure as soon as possible and protect the ditch slopes from further erosion. Please keep in mind, FDOT does not own the ditch. It is owned by the Developer – The June Realty Corporation. FDOT only has the right to use the ditch via a drainage easement to make sure water crosses under SR 434 and drains the SR 434 roadway. FDOT is just like you, a user of the ditch but willing to make the ditch better for all users of the ditch. FDOT will need your assistance and cooperation to make this project a success. 9 Proposed Design Improvements
January 2011 Design Project Underway Install Sheet Piling to Replace Existing Drainage Structures Reduction in Soil Loss and Erosion Prevention Allows Ditch Bottom to Build Up Over Time Geotextile Improvements New Landscape/Maintenance Plan Minimization of Wetland Impacts Permitting Through St. John’s River Water Management District The Florida Department of Transportation is currently working on the following new design methodologies to address the concerns perviously mentioned. Design improvements include installing new sheet pilings to replace the four existing drainage structures, reduce soil loss and erosion, allow the ditch bottom to build back up over time, add geotextile materials to strengthen ditch slopes, and develop new landscaping and maintenance plans. The goal of this project is to perform all of these improvements with no impacts to the residents, minimal disturbance to the existing plant materials, and achieve permit approval from the St. John’s River Water Management District. For added protection, articulating block will be placed upstream and downstream of the sheet piles. At the terminal end where the ditch meets the Little Wekiva River, new sheet pilings will also be installed longitudinally to reinforce the ditch slope and provide added protection. 11 Proposed Design Improvements
Articulating Block Articulating Block Existing Ground Line 2’ Articulating block material will be used for added erosion control protection. Geotextile material will be installed to strengthen ditch slopes. Sheet pilings will only be installed within the 40-foot wide ditch right-of-way at the locations were the existing drainage structures are currently found. The tops of the sheet pile will be capped and will follow the existing ground elevations closely. 12 Proposed Design Improvements
Slope Protection – Landscape Plantings Wiregrass (Aristida stricta) Sand Cord Grass (Spartina bakeri) Pickerel Weed (Pontedaria cordata) New landscape plantings such as Wiregrass, Sand Cord Grass, and Pickerel Weed will be installed within the ditch for additional erosion control and slope protection where needed. 14 Proposed Challenges Access Access from State Road 434
Potential Access via Existing Easements Construction Equipment Construction Material Delivery Current access to all residential properties will be maintained. Essentially this means existing traffic patterns will not be affected and existing driveways will remain open during and after construction. The design cost is approximately $196,000. Design phase started January of 2011. The construction cost for this project is approximately $459,000 with an anticipated start of construction Early 2012. For example, we will need the owners cooperation on how we can address the encroachments such as fences that will prohibit construction and to put back the fences at the right property lines.
