Kept V1, V3, V4 and V5 Eliminated Group V2 – SNAP SNAP still an item under V1, V4, V5 and V6 Added Group V6 – Household Resources Income appears not sufficient to support family size We have determined that verifying the receipt of SNAP-Food Stamps - benefits only did not result in any significant changes to applicants' EFCs. However, because there is little burden associated with verifying this item, applicants placed in Verification Tracking Groups V1, V4, V5, and V6 must verify the receipt of SNAP-Food Stamps benefits if included on the ISIR. Verification Tracking Group V6 - Household Resources was added to address concerns raised by institutions that applicants who report very low income compared to the size of their household are not always selected for verification by the Department.

Other Untaxed Income Documentation: 1. Signed statement listing – - Sources and amounts of income for tax year 2013 2. Copy of IRS W2s for sources of employment income received for tax year 2013 where applicable If school determines amounts provided do not appear to provide sufficient support for family members reported, the applicant (and parent/spouse) must: Provide additional signed statement listing other resources used to support family (may include items not required to be reported on FAFSA or other verification forms) Explain how financially supported during 2013 calendar year If an institution determines that the amounts provided and verified still do not appear to provide sufficient financial support for the number of household family members reported, we have provided text that an institution may use to request additional financial information from the applicant to explain how the family was financially supported during the 2013 calendar year (see electronic announcement 11/8/13 – suggested text). This may include income and benefit information that is not reported on the FAFSA and not used in the calculation of the applicant's expected family contribution (e.g., Veterans educational benefits, TANF, WIC).

35 Identity Theft – Beginning with the 2013 tax year, a tax filer who is not able to request an IRS Tax Return Transcript because of identity theft, will be able to call a special IRS toll-free number ( ) Upon verification of identity, the tax filer can request the IRS provide a paper copy of an alternative document unique to identity theft issues (Tax Return Data Base View - TRDBV) The TRDBV is an official transcript that can be submitted to the school to meet verification requirements This process can be utilized now for any remaining students in this situation but it is not required. ED DCL is forthcoming (not available at time presentation was finalized for Denver Conference). DCL – GEN-14-05

Online IRS Transcript requests Beginning with tax year 2013, once an online transcript request is validated, the IRS will return in real-time, a transcript in portable document format (pdf) through the new “Get Transcript Online” tool Tax filer can print/save/forward pdf transcript as needed Other Transcript Requests Tax filers can submit requests via - IRS2GO mobile app, online “Get Transcript by Mail”, automated phone tool ( ), or paper Form 4506 or 4506-T These request methods will result in a paper transcript ED DCL is forthcoming (not available at time presentation was finalized for Denver Conference). 37 V4/V5 Tracking Results – 2014-2015
Issue: Provide an efficient method for FAAs to report the verification results for records selected with the V4 and V5 Verification Tracking Groups Solution: FAA Access will be updated to add Identity Verification Results functionality to allow FAAs to enter results individually or by file upload starting January 1, 2014 Electronic Announcement November 13, 2013 Among the Verification Tracking Groups first established for the FAFSA processing year (see DCL GEN-12-11), groups V4 and V5 required schools to verify, among other things, the identity and high school completion status of selected students. We have now developed a process where, beginning with the FAFSA processing year on January 1, 2014, schools will be required to report the verification results of those students’ identify and high school completion status. Institutions will use the FAA Access to CPS Online website ( to report the verification results using a new Identity Verification Results feature. Note that this reporting is in addition to and does not replace normal required verification reporting to the Common Origination and Disbursement (COD) System.

Dependent students will be required to include FAFSA income and other information from the dependent student’s legal parents, regardless of the parents’ marital status or gender, if those parents live together Legal parent means biological or adoptive New marital status response for dependent student’s parents - “Unmarried and both parents living together” If divorced parents (biological or adoptive) of a dependent student still live together, they complete the FAFSA as "unmarried and living together" with information from both Up to now, the FAFSA has only collected information on both parents of a dependent student if they are legally married and so even if both parents lived together, data from one parent was excluded. To the extent they are able, both of dependent’s students parents should help pay the educational expenses of their child. This change will eliminate longstanding inequities that were based on the relationship of the parents with each other, rather than on the parents’ relationship with the child. This change ensures limited taxpayer resources are directed to students with the most need, regardless of the parents’ marital status or gender.

We are unable to identify instances where the student or parent marital status conflicts with the tax filing status, resulting in the possibility that either too much income or not enough income is being reported on the FAFSA. Solution Students and parents will begin reporting their tax filing status on the FAFSA. The system will compare the tax filing status with the marital status to determine where potential discrepancies exist, and message accordingly.
