2 CREATING A COMPANY GRADE EVALUATION REPORT
Go to Evaluations Entry System webpage at In order to begin using the HRC Evaluation Entry System, also referred to as EES, you must first go to the Evaluation Entry System landing page found at and log in using your CAC card. EES can also be found by going to the HRC homepage, then “Clicking” on “Self-Service”, then “Clicking” on the ICON that says “EES.” (Note – this ICON has not been posted to the HRC Homepage yet but will prior to the implementation date.) Once you have entered the link, the system will prompt you with a “warning statement” that warns you not to enter viable information into the training database. Note: this warning dialog box will go away just prior to the 1 April implementation date. It is important to note that all of the data entered into the training data base will be erased just prior to the implementation date. It is also important to note that any data entered in EES will be erased Friday 21 March 2014 just prior to the 1 April 2014 Implementation date. Let’s continue by “Clicking” on the Acknowledge button to continue to the next page.

The next page you will come to is the Terms of Use page. You will be required to “Click” the box agreeing to accept the terms of use and then be required to “Click” on the Accept Terms button in order to proceed to the Evaluation Entry System webpage.

4 CREATING A COMPANY GRADE EVALUATION REPORT
This is the HRC Evaluation Entry System webpage. It is the primary page you will use to perform a variety of tasks with regard to evaluations. There are a variety of links, tools and buttons that you can utilize depending on what you would like to do. Unfortunately, some of the options shown are placeholders for things that are still in stages of development. For this demonstration, we are going to create and complete a Company Grade OER from an existing OER support form. For the sake of time, I have some comments already prepared that I will insert when needed. For this demonstration, I am going to prepare a Change of Rater report, which is the most common type of report. For the sake of training, I am going to prepare a Company Grade evaluation where the Rated Officer is a Company Commander, the Rater is a Battalion Commander, and the Senior Rater a Brigade Commander. Let’s begin. I am going to “Click” on the Edit OER Support Form button which will take me to the Active Support Forms page.

From this page I am going to “Click” the specific OER Support Form that I have already prepared.

From the OER Support Form Shell you will “Click” on the Create OER button at the top to initiate the OER.

This is the OER shell I just created. Notice that the basic admin data transferred from the Support Form to the OER shell. This is the main OER shell screen you will use to navigate and to complete various parts of the evaluation. Next, I am going to “Click” on the Rater Soldier Button located at the top left of the screen which will take me to Step 1 of the Admin Data for the Rated Soldier.

I must complete any blank fields which did not populate from the Support Form shell. Once I have completed all of the blank fields I am going to “Click” next to proceed to Step 2. Note: Yellow highlighted tab indicates which step you are completing in the wizard

I must enter the data for each blank field in order to complete Step 2. Once I have completed each field I am going to “Click” Next. For the Reason for submission I am going to “Click” on the pull down menu and “select” Change of Rater. For the from date I am going to use “ ” For the THRU date I am going to use “ ” Once you enter the dates it will calculate the number of rated months. I don’t have any non rated time for this period therefore I am going to leave it blank. Once I have completed the blank fields I am going to “Click” Next which will take me back to the OER shell.

From the OER shell, I am going to “Click” the Rater button at the top of the page which will take you to Step 1 of the Admin Data for the Rater.

I must populate any blank fields and then “Click” Next to continue to Step 2 of the Rater’s admin data.

For Step 2 I must complete any blank fields. Once I have filled out each blank field I will “Click” Next to go to Step 3.

I must complete Step 3 by populating any blank fields. He passed his APFT so I am going to click on the APFT Rating pull down menu and select Passed. Next I am going to enter the APFT date which is His height is 70 inches and his weight is 189 lbs. He is within standards so I am going to “Click” Yes. Since the new evaluation allows optional APFT comments I am going to annotate that he scored 300 on the APFT. I am going to fill in the number of officers I currently rate at this grade with the number 4. I am going to enter my Comments for his overall performance. Next to the OER Performance Rating is a link which is highlighted in blue. I can check my profile stats by “Clicking” Profile stats. It will pull up a box which shows how many reports I have submitted broken down by category. In this situation I can see that I have an “Excels” block I can give and stay below the 49% limit. This officer has outperformed his peers but because my profile does not support it I am going to “Click” on the “Proficient” performance rating. After I have “Clicked” Proficient I have to “Click” Lock to lock in that performance rating. Note that once it has been locked it cannot be unlocked. The last thing I must do is answer the question asking if I am serving both as the Rater and Senior Rater. I am not so I am going to “Click” No then “Click” Next to move to Step 4.

Note: Once you have locked in your performance rating the page will refresh and then show in red that your rating has been locked for profiling This slide shows that the performance rating has been “locked.” It cannot not be reversed at this point though the administrative data can up until actual submission by the senior rater or his appointed delegates. Note: Before or after the performance rating has been locked you can click the profile stats link to see your profile in real time. After locking a performance rating the math will automatically be calculated

I must complete Step 4 by populating the blank fields. I will insert narrative text I have previously prepared for the sake of time. Once I have populated the fields I am going to “Click” Next to proceed to Step 5.

I must fill in the blank fields. Since I have not entered any negative comments I am going to “Click” No to the question asking if I entered any negative data then “Click” Next which will return you back to the OER Shell.

17 CREATING A COMPANY GRADE EVALUATION REPORT
Now that I am back at the OER shell main page I need to complete the Senior Rater portion. I am going to “Click” on the Senior Rater button at the top of the page which will take me to the Senior Rater portion.

Review Step 1 of the Senior Rater’s admin data. It should be filled out however if there are any blank fields I will need to complete them. Once all fields have been completed I am going to “Click” Next to proceed to Step 2.

Next I need to complete Step 2. I need to enter the number of officers the Senior Rater rated at this grade. For this situation, I am going to use 25. The Senior rater meets the Senior Rater rating requirements so I am going to leave the yes box checked. Next, I will have to enter the Senior Rater’s comments as it pertains to Potential ONLY. Next , I will list 3 successive duty assignments the Senior Rater believes the Rated Officer would best serve. I am going to use: BN S3, BN XO, BDE S4. I am going to “Click” No to the question asking if I have entered any negative comments. The last thing I will do on this page is click on the Potential block check for the rated officer. Senior Rater’s must continue to manage their profile the same as they currently do. Senior Raters can still misfire if they exceed giving 49% in the “Most Qualified” box. Senior Raters can click on the blue “Profile Stats” link to see what their profile is currently at. We are going to select “Most Qualified” because the Senior Rater because his profile supports it. Once this page has been completed, “Click” Next to proceed to Step 3.

Complete Step 3. Since a reviewer is not required in this situation I am going to confirm that the Supplemental Reviewer is not required and “CLICK” NO. To continue, I am going to “Click” Next to proceed back to the main OER Shell.

21 CREATING A COMPANY GRADE EVALUATION REPORT 4.
Evaluations can be signed not earlier than 14 days prior to the thru date and must be signed in the correct order. Once signed it can then be submitted to HQDA (see 1-4) 1. 2. As you can see the evaluation has been prepared and is now ready to be signed by each user. Once signed it can be submitted to HQDA. This concludes this demonstration. 3.
