2 Opportunity of Service Outsourcing in Tianjin McKinsey & Company : In China, outsourcing industry is expected to reach the scale of 18 billion dollars by 2010, and reach 56 billion dollars in 2015. Examples:  EDS (USA),the largest IT outsourcing enterprises will set up the 1st global service center in Wuhan  ACS (USA), one of the Fortune Global 500, invested in Binhai New Area of Tianjin in June, 2003  HP set up global software service sub-center in Xiyong Micro-electronics Industrial Park, Chongqing

3 Ministry of Commerce of China : Project of Service Outsourcing Development In Eleventh Five-year set up service outsourcing bases in 10 cities ( Shanghai, Xi’an, Dalian, Shenzhen, Chengdu, Tianjin, Beijing, Nanjing, Hangzhou, Wuhan and Jinan ) promote 100 world-famous transnational companies to transfer the service outsourcing business to China set up 1000 large and medium-sized enterprises with international qualification

4 The Concept of Service Outsourcing and Definition of Industry 1 、 The Concept of Service Outsourcing refers to the economic activities through which enterprises leaves the development and establishment of IT systems, application management, and business process optimization to a third party. Service Outsourcing can be divided into Information Technology Outsourcing ( ITO ) and Business Process Outsourcing ( BPO ).

5 2 、 Definition of Industry of Service Outsourcing According to GB/T 4754-2002 issued by National Bureau of Statistics of China and the concept, service outsourcing can be divided into 6 categories, 17 industries, including:  Computer services  Software  Transport, storage, post services  Wholesale and retail trade  Leasing and business services  Education

6 System of Statistical Indicator of Service Outsourcing  Scale a. Indicator of basic statistics: number of enterprises, registered capital, foreign contracted investment, total investment b. Indicator of business activities: foreign contracted investment calculated by original currency, capital actually used in current term, cumulative capital actually used c. Indicator of input: total area, total investment on basic construction, expenditures of R&D, remuneration of employment personnel, etc. d. Indicator of output: business revenue (include revenue from training ), service outsourcing revenue, tax and extra charges to pay, total profit, etc. e. Indicator of energy consumption: energy stock, purchase and consumption

7  Structure a. proportion of ITO/BPO revenue to total service outsourcing revenue; b. proportion of system operating/ system application/ basic technology service revenue to ITO revenue; c. proportion of internal management/ operating business/ supply chain management service revenue to BPO revenue; d. proportion of service outsourcing revenue to international service trade revenue.  Efficiency increase rate of profit & tax; increase rate of per Capita profit & tax; increase rate of service outsourcing revenue,etc.

8 Suggestion to Service Outsourcing Development in Tianjin  Seize the opportunity of development & open of Binhai New Area to promote the development of service outsourcing  Promote the aggregate development of software industry and IT service outsourcing enterprises  Policy; solve the problem of technician shortage
