Objective NAV10 ESSIP Plan 2014 Adriatik KOKONA DSS/EIPR 19.09.2014

ESSIP Plan 2014 / Objective NAV102 Objective NAV10  Comprehensive Explanation  What is new or has changed since LSSIP 2013  Link to European ATM Master Plan  Most important SLoA(s)  Finalisation Criteria and Closed Questions  Supporting Material  ESSIP Report 2013  Objective Coordinator’s Analysis, recommendations, tips & tricks  Conclusions  Links and contacts

ESSIP Plan 2014 / Objective NAV103 Comprehensive Explanation Implement APV procedures;  The intention is to transition from conventional NPA to APV procedures;  The primarily objective to enhance safety but there are potential benefits in terms of reduced minima and better access to airports without precision approach and landing capabilities;  Type: - SESAR;  Scope: – ECAC;  Applicability – All ECAC States;  Implementation Schedule – 06/2011- 12/2016

ESSIP Plan 2014 / Objective NAV104 What is new or has changed since LSSIP 2013  Align the FOC dates of REG01, USE01 and USE02 with the FOC date at objective level (12/2016)

ESSIP Plan 2014 / Objective NAV105 Link to European ATM Master Plan  OI step - [AOM-0602-A]-Enhanced terminal operations with APV using Barometric VNAV. ESSENTIAL;  OI step - [AOM-0602-B]-Enhanced terminal operations with LPV using SBAS ESSENTIAL

ESSIP Plan 2014 / Objective NAV106 Most important SLoA(s)  NAV10-ASP01: Design and Publish APV/Baro and/or APV/SBAS procedures;  NAV10-ASP03: Develop National safety case for APV/Baro operations and/or APV/SBAS operations.

ESSIP Plan 2014 / Objective NAV107 Finalisation Criteria and Closed Questions  NAV10-ASP01: APV/Baro and/or APV/SBAS Procedures have been implemented in accordance with guidance material, published in the National AIP and are in use. Is the procedure published in the national AIP and is it BARO or SBAS Procedure? If not when is it planned to be developed and published?  NAV10-ASP03: National Safety case for APV/Baro and/or APV/SBAS produced and an operational approval issued by the regulator. Is the National safety case for APV/Baro operations and/or APV/SBAS operations developed and approved?

ESSIP Plan 2014 / Objective NAV109 ESSIP Report 2013  1 State has reported the objective as ‘Completed’, 6 States ‘Partially Completed’, 23 ‘Planned’ and 1 ‘Not Applicable’. 11 States have not developed planned for implementation but are considering the implementation;  30 States that have planned to implement the objective will complete it by the FOC of the ESSIP.

ESSIP Plan 2014 / Objective NAV1010 Objective Coordinator’s Analysis, recommendations, tips & tricks  As the objective is applicable to all instrument runway ends, states shall provide the implementation plans, the type of procedures and completion dates per each airport in the states;  There are a number of states which have only ‘tentative’ plans and have reported the objective as ‘Planned’. As no agreed/formal plans exist yet, I would propose to change the status to ‘No Plan’.

ESSIP Plan 2014 / Objective NAV1011 Conclusions  Airworthiness Approval and Operational Criteria for RNP APPROACH (RNP APCH) Operations including APV Baro-VNAV Operations (EASA AMC 20-27) has already approved and published in Dec 2009;  Airworthiness Approval and Operational Criteria for RNP APPROACH (RNP APCH) Operations including APV SBAS Operations (EASA AMC 20-28) has already approved and published in Sep 2012;
