3 Ministry of Foreign Affairs, Latvia 3 What kind of opportunities we are talking about 12  Programmes with geographical focus  All programmes are already open to new Member States; also including the 10th EDF financing initiatives in ACP countries  To be inferred from Europe/Aid Framework Contract (13 different lots)  Sectors require specific expertise covering the entire project cycle  Sectors also require expertise in a number of horizontal aspects Geographical areas Sector areas

6 Ministry of Foreign Affairs, Latvia 6 Under the approved Financial Framework 2007-2013 the EC has grouped the present development instruments under a consolidated framework Present Range of Geographical and Thematical Instruments Simplified framework consisting of : -Instrument for Pre-Accession (IPA) -European Neighbouring and Partnership Instrument (ENPI) -Development Cooperation and Economic Cooperation Instrument (DCEC) -Instrument for Stability -Humanitarian Aid -Macro Financial Assistance No big changes for consultancies; projects will continue to be tendered within each instrument
