2 2 After you click on the LDEQ link to download the BRState Software you will get this message.

3 3 Once the installation file has been downloaded to your computer from the LDEQ website, click on the file, “webBR2007, to install the program.

5 5 Enter your name and the name of your organization. The organization name you enter will appear on the top the Main Menu Screen of the BRState Program.

6 6 Once you have confirmed the name and organization information, click “OK” to continue.

7 7 Accept all default settings during installation. Errors may occur if you try to create your own settings. LDEQ will not support any deviations from the default settings.

8 8 Click on the picture of the computer to continue with the installation process.

9 9 Click on “Continue” to accept the default settings and continue the installation process.

10 10 The program has been installed. Click “OK”.

11 11 To open the BRState Program click on the Start Button, then click on Programs. Now click on the BRSData button then click on the BRState button.

12 12 Use the red buttons to complete your report. The Main Menu Screen of the BRState Program.

13 13 Click on the “Setup” button to update the settings required for Louisiana Reporters. The BRState Program is used by many other states, and all states do not have the same requirements. If you do not update the setup, errors may occur.

14 14 The Form Code, State Waste Codes, and Form OI are not required in Louisiana. Uncheck those check boxes then click “Save/Exit” to setup the BRState software for reporting in Louisiana.

15 15 Click on the “Utilities” button to update the program information.

16 16 If the “Rebuild Indexes & Convert” button is red, click on the button to rebuild the indexes.

17 17 To start entering the data for your report click on “Prepare Your Report(s)”.

18 18 To start a new report click on “Start a NEW Report” To make changes to an existing report click on “Change an existing Report”

19 19 To set up the current reporting year, click on the “New” button.

20 20 Click “Create Now” to create the directory for the current reporting year.

21 21 The current reporting year is 2007. Type in “2007” and press “Enter”.

22 22 Complete all fields on this page.

23 23 Click the “Enter all required forms for your Site” button to start entering your site information into the reporting forms. Once the Site Identification Form is completed, the program will prompt you to complete the other forms. (GM and WR Forms)

24 24 Complete the Subtitle C Site Identification Form. Also, complete the GM and/or WR forms required for your site. Leave the “State Generator Status” blank.

25 25 Enter your site information into the form.

26 26 Enter your site Land type. Enter the NAICS code for your facility. Use the down arrow to show a list of available NAICS codes. Click on “Add an Owner” then “Add an Operator” to complete those fields. When all fields are complete click on the “Next Screen” button to continue.

27 27 Complete the blank fields in the Add/Change Operator page. The “Same as Mail” and “Same as Location” buttons will automatically insert information from page 1 of the Site Identification Form into the address fields. When the page is complete click on “Save Changes”.

29 29 Complete the NAICS Code by typing the code into the NAICS Code box outlined in red. To choose from a list of NAICS codes click on the down arrows. When the NAICS code has been completed click on “Save/Exit. Type NAICS code in here. Successively click on the down arrows and choose the best Category for your site.

30 30 All “Yes”/”No” check boxes must be completed on this page or an error will occur. In Section B check only the boxes that apply. In Section 11A EPA Waste codes must be completed. Leave State Waste Codes Blank or an error will occur. Also, leave the “State Specific Activities” blank.

31 31 In the comments section please note any discrepancy in the generator status of your facility. For example you are registered as a LQG with LDEQ, but you did not have any hazardous waste activity in 2007 note that information in the comments section. If your generation status is different from your generation quantity, insert an explanation in the comments section. Click on “Add a Certifier” to complete the certification section.

32 32 Complete the Name and Title of the Authorized Representative of your site who will sign the report.

33 33 To complete the GM form, click on “Add a Form” and complete the fields. Leave the State Waste Codes blank or an error will occur. Use the pull down boxes to see a list of Form and Source codes. Click on a code to populate the field. When the form is complete click “Save Changes”. To add additional GM Forms click on “Add a Form” and repeat the process.

34 34 To complete the WR form, click on “Add a Form” and complete the fields. Use the pull down boxes to see a list of Form and Management Method codes. Click on a code to populate the field. When the form is complete click “Save”. To add additional WR Forms click on “Add a Form” and repeat the process.

35 35 Louisiana reporters are not required to complete the Off-Site Identification Form. Click “Quit/Return” to continue without completing the OI Form. If you wish to complete the form, click on one of the other two buttons.

36 36 To check your data for errors, click on the “Check This Site’s Report for Questionable Data” button.

37 37 Click on “View Details” to view the Edit/Error report.

38 38 Note errors shown on the edit/error report and make corrections.

39 39 To print your report click on “Print Your Report (SI required)”. Electronic reporters need to send only the signed Site Identification Form along with the Electronic Report Disk to LDEQ. Reporters who complete their report in paper format must send the complete signed report to LDEQ.

40 40 Choose the forms you would like to print and click “Print Now”.

41 41 Click on the “Create Your Electronic Report Disk” button to save your report electronically.

42 42 Check this box to zip your report submission. Reports will only be accepted in the zip file format. Click on “Set” and choose a target directory in which to save your report. If the name of your target directory has any blanks spaces in it an error will occur.

43 43 Click on a target directory (the location where the electronic report will be saved). We strongly suggest that you create a folder in which to save your report in order to avoid any potential damage to system files by inadvertently deleting or moving files in the BRS folder. After clicking on the target directory, choose “Select”.

44 44 Now that the Target Directory is set, click on “Save/Continue” and your report will be saved in the folder that you selected.

45 45 Copy the zip file containing your electronic report to a disk, and send the disk along with the signed original of your Site Identification form to LDEQ. LDEQ is unable to accept your reports by e-mail.

46 46 Electronic Submission File LDEQ will only accept electronic report submissions in the following zip file format: LAD000123456BR2007.zip.
