The mission of Study Committee A3 is to facilitate and promote the progress of engineering and the international exchange of information and knowledge in the field of DC & AC, transmission & distribution equipment, and to add value to this information and knowledge by means of synthesizing state-of-the-art practices and developing recommendations Study Committee A3: High voltage equipment SC A3 major scopes Requirements under changing networks & standardisation Design and development of substation equipment New and improved testing and simulation techniques Reliability assessment and lifetime management Technical background that supports standardisations AG A3.01: Strategic Planning A3-14(SC)003 IWD CIGRE AG.01 meeting, Delft, Netherlands,12 th March, 2014
Activities fully in accordance with TC strategic directions SD1: Prepare the strong & smart power system of the future WG A3.25: MOSA/varistors for emerging system WG A3.26: Capacitor bank switching WG A3.28: UHV & EHV requirements WG A3.31: NCIT with digital output WG A3.33: Equipment for series / shunt compensation JWG A3/B4.34: DC switching equipment SD2: Make the best use of the existing equipment and system WG A3.29: Deterioration and ageing process of HV equipment WG A3.30: Overstressing aspects of substation equipment WG A3.32: Non-intrusive methods for condition assessment WG A3.35: Commissioning practices of controlled switching SD3: Answer the environment concerns WG A3.24 Internal arcs & possibility to replace a test without SF6 WG A3.27: Impact of the application of HV vacuum switchgear SD4: Development knowledge and information All WGs, Tutorials and Green book A3 main technical directions
Study Committee A3 organisation
SC A3 new Working Group proposal TOR of new activities should be considered in the following aspects Previous investigations of the past WGs Clarify Emerging subjects in the A3 domains Relations with existing WGs including other SCs Include International concerns Distribution concerns, possible collaboration with CIRED Pending subjects; Multi physics simulations for temperature rise tests MOSA reliability Out-of-phase conditions Capacitive current switching WGs progress information sharing: Send the minutes of WG meetings to A3 chairman and secretary
The quality of some TBs is concerned as they are just collection of papers without clear analysis of the subjects. It is the responsibility of WG conveners and SC chairmen to check the quality of TB. Former TC chairman proposed to install reviewers. Document advisors: Prof. Lou van der Sluis, Dr. Harley Wilson TB review guideline Maintain highly-quality unbiased information Check general readability and general flow of the document Indicate key technical points that are not clear or understandable Introduce comment sheet. All A3 members are requested to review it. CIGRE Technical documents quaility
CIGRE SC A3 Website SC A3 website SC templates SC Documents (TB: WG A3.06, WG A3.17…) SC meeting minutes (MoM: 2002-2011) Tutorials Pictures Vienna 2011 Decision list (?) Plan & future requests WG information: Member list, Progress report, Minutes, IWDs SC information: Annual report, Minutes, IWDs Past WG information: TOR, Electra, TB Any improvement? Web master volunteers?
CIGRE SC A3 Website: Tutorial List of tutorials Reliability of HV Equipment Fault Current Limiters Surge Arresters HV Vacuum Switchgear Use and Application of Optical Instrument Transformers Circuit Breakers – Standards, Guidelines, and Selection Recent Developments in Distribution Switchgear Standards Statistical Analysis of Electrical Stresses of HV Equipment in Service High Voltage Circuit Breakers Modelling and Testing of Transmission and Distribution Switchgear Past and future tutorials AG.02 Tutorial planning: updates the information
CIGRE continues to explore the technical background for standards since CIGRE was founded on IEC demand for this purpose. In particular, SC A3 keeps this service available and catches the standardisation needs keeping in good contact with IEC TC 17. Coordination with IEC SC17A Relations with IEEE Cooperate at WG and Tutorial levels UHV standardization Coordination with CIRED CIGRE expends the collaboration with CIRED. A3 established JWG.A3.32/CIRED on Non-intrusive methods for condition assessment. one CIRED experts participated in the JWG.
