Climate Adaptation Services Webportal development in the Netherlands Hasse Goosen Climate Adaptation Services Foundation Alterra/WUR EEA meeting on national web portals, Kopenhagen 19 June 2013

Problem statement Local governments play a crucial role in adaptation Climate science and data does not reach local stakeholders There is a clear need for a webportal that bridges the gap between the climate science community and the spatial planning community

Limited policy relevant information for adaptation ToolOrganizationScopePrimary mapsSecondary mapsTertiary maps Canadian Climate Change Scenarios Network Environment CanadaCanadaYesNo Caribbean Climate Caribbean Community Climate Change Centre CaribbeanYes No CI:graspPIK GermanyEmerging economiesYes Limited Climate Change Country ProfilesUNDPDeveloping nationsYesNo Climate Change in AustraliaCSIROAustraliaYes No Climate Change Knowledge PortalWorld bankGlobalYes Limited Climate Service Center Helmholz- ZentrumsGeesthacht GermanyYesNo CLIMATE-ADAPTEuropean CommissionEU nationsYes No Ilmasto-Opas Finnish Meteorological Institute FinlandYesNoLimited Klimatilpasning Task Force on Climate Change Adaptation DenmarkYes No KlimatilpasningNorgeMinistry of EnvironmentNorwayYesNo RegionalerKlimaatlas DeutschlandHelmholzGemeinschaftGermanyYes No

Objective Climate research Adaptation in spatial planning

Challenges Information is scattered: different institutions and projects have their own websites To much science driven, limited inclusion of end users Maintenance: a number of project or program based websites will disappear due to lack of funding

Recent developments We see new foundations emerge taking over from the knowledge subsidy programs: Foundation Climate Adaptation Services Delta Alliance Water Buffer Foundation Sustainable Delta Cities Possibly the establishment of an EU wide panel of end users to streamline portal development across EU (ES- ENESS2; CCLIP; Climate Adapt, ToPDAd, Base, Ramses, Euphorias, Specs, Eclise, Impact2C)

Existing websites in the Netherlands Delta Portal (Delta programme website): for professionals involved in the Delta Programme such as water managers, sector specialists Climate Adaptation Atlas (Knowledge for Climate programme): aimed at local/provincial planners and policy makers Platform Communication on Climate Change (KNMI, PBL, VU,..): aims to provide information about climate scenario’s, climate policy Climate Wizard (KNMI): aimed at research community Space for Climate (Climate Changes Spatial Planning programme): aims at disclosure of the practical results of the CCSP programme, cases, tools and lessons learnt Knowledge for Climate website: for scientific community and for policy makers

Towards one central portal integrating existing webtools Climate Adaptation Atlas Guiding principles Adaptation measure database Image database Climate Apps: urban heat, water availability and water safety Tools Best practices: cases To provide a one stop shop for spatial information for climate change adaptation To offer best practices, tools and services to support adaptation planning at the local/district level

Organisation Definition study commissioned by: - Ministry of Infrastructure and the Environment - Knowledge for Climate (KfC programme) Lead: Climate Adaptation Services Foundation (Deltares, Alterra, KNMI, TNO, KWR, CAB) Development of the portal in 2014 maintenance through the CAS fundation Primary CC data provided by KNMI(Met Office) Secondary/tertiary impacts: KfK/CCsP funded research Measures and best practises from Delta Programme and KfK/CCsP projects

Climate Adaptation Atlas Primary CC impacts from the KNMI (Met Office) 2nd/3rd order impacts: joint effort of various knowledge institutes funded by KfK/CCsp

Go to ‘guiding principles for adaptation

Adaptation measure database Several databases available

Image database

Best practices

Touch table

Key lessons learnt Science policy interaction is CRUCIAL: A)To clarify user needs (selection of indicators for which purposes); B)To gain understanding of what science can and can’t produce The importance of visualisation: reducing the abundance of data to a comprehensive set of maps, using interactive maps and touchtable technology Pursuade scientists to share their latest resuls (don’t wait for anything better) Move beyond primary CC impacts: from Climate services towards Adaptation services
