3  On March 13, 2014, the State Board of Education (SBE) approved not to calculate the 2014 growth and base APIs and 2015 growth APIs for elementary, middle, and high schools.  Since the first Smarter Balanced Assessment Consortium (SBAC) results will be available after the spring 2015 administration, base to growth comparisons will be reported in the 2015-2016 API cycle. 3 Academic Performance Index (API)

4  For 2013-2014 and 2014-2015, districts and schools shall use one of the following to meet legislative and/or programmatic requirements: a)The most recent API calculation. b)An average of the three most recent annual API calculations. c)Alternative measures that show increases in pupil academic achievement for all groups of pupils school wide and among significant student subgroups. 4 API (continued)

5  On March 7, 2014, the California Department of Education (CDE) received the United State Department of Education (USDE)’s approval of a one-year waiver that allows flexibility in making Annual Yearly Progress (AYP) determinations for schools and Local Education Agencies (LEA)s participating in the SBAC field test.  All students in grades 3-8 will participate in the SBAC field test or take the California Alternative Performance Assessment (CAPA). All grade 10 students are required to take the California High School Exit Exam (CAHSEE) and students with the most significant cognitive disabilities in grades 9-11 are required to take the CAPA. 5 Adequate Yearly Progress (AYP)

6  The CDE will NOT produce a 2014 AYP report for elementary and middle schools, and elementary and unified school districts. Therefore Program Improvement (PI) status for these schools and districts will not change. Schools will not enter or exit PI. However, schools will continue to implement the PI requirements associated with their current PI status.  The CDE will continue to make AYP determinations for any high schools serving only grades nine through twelve and high school districts based on grade ten CAHSEE and CAPA results. The AYP will be used to identify PI status for these high schools and high school districts. 6 AYP (continued)

7  The SBE approved three amendments to California’s Accountability Workbook: 1.A numerically significant student group is now defined as having 30 or more students. 2.An additional extended-year cohort graduation rate (i.e., six-year cohort rate) will be used as another alternative method to meeting the graduation rate criteria for LEAs, schools and subgroups. 3.Use of the API as an additional indicator for high schools was eliminated. 7 AYP (continued)

8  AB 97, Chapter 47, Statutes 2013, California EC Section 52056(a) requiring API ranking of schools was repealed. To date, a decision has not been made on whether or not the CDE will produce the 2013 statewide and similar schools ranks. 8 2013 API Statewide and Similar Schools Ranks

10  The Field Test Window One, was scheduled to begin Tuesday, March 18, but will begin Tuesday, March 25, 2014.  LEA assignments for performance task topics and classroom activity materials are now available on the California Smarter Balanced Field Test Classroom Activity and Content Area Assignments Web page at http://californiatac.org/administration/instructions/assign ments/. http://californiatac.org/administration/instructions/assign ments/  On March 25, use TIDE login to access: 1) TA interface; 2) TA training site; and 3) online reporting system. 10 CAASPP Update

11  Formative Assessment  Digital Library will be released in April 2014.  Interim Assessment:  Comprehensive Interim Assessment (CIA) will be available in Fall 2014.  Interim Assessment Blocks (IAB) will become available at the end of 2014-2015 or early 2015-2016. 11 Formative and Interim Assessments
