2 The Game (1/2) 1) Before the match a coin toss shall be conducted in the presence of the captains and a head coach from each team prior to timed warm-ups. 2) A forfeit shall be declared if a team has fewer than six players to start the match unless state association rules determine otherwise. 3) A forfeit shall be declared when a team fails to begin play when directed to do so by the official. 4) The R2 shall conduct the coin toss between the coaches and captains to determine which team shall have the first choice of serve/receive or playing court. 5) Artificial noise makers are permitted. 3 The Game (2/2) 1) The visiting team captain shall call the toss at the start of the match. The home team captain shall call the toss prior to the deciding set. 2) The winner of the coin toss prior to the fifth set shall choose either to serve/receive or the playing area. 3) A match shall consist of the best 3 out of 5 sets with the deciding set to 15 points no cap. 4) A team is allowed three time outs per set. 5) A let serve is legal. 5 The Court (2/3) 1) The ball is out of bounds if it travels from the area of the court over the team bench to a playable area. 2) The serving area may extend into the court to whatever distance necessary to provide the minimum 6-foot depth required and be so marked. 3) The ball remains in play when the LBs foot touches the edge of the bleachers but she does not break the plane of the bleachers in her legal play on the ball. 4) A replay shall be declared when a served ball touches any part of a backboard which is hanging in a vertical position over a playable area. 5) The ball is out of bounds if it touches a non-player who is not interfering with the players effort to play the ball. 6 The Court (3/3) 1) The center line must be continuous from one side of the court to the other. 2) The ball remains in play when the ball is hit into the net portion outside the antenna. 3) S1, standing on the floor reaches over the bleachers to save a pass and then falls into the bleachers. 4) It is a foul when a ball touches a wall. 5) A solid or shadow bordered two inch line may be used for the center line. 7 set Equipment (1) 1) The R1 shall not allow a ball inflated to 4.6 pounds per square inch of air pressure to be used in a match. 2) It is legal to use a multicolored ball. 3) The ball should have at least 12 panels. 4) Net antennas shall be placed in line with the outside edge of the sideline. 5) The height of the net shall be 74 ¼. 8 Players Equipment and Uniform (1/5) 1) It is legal for a player to wear metal barrettes to control her hair. 2) The top of the numbers on the front of the players jersey must be no more than 5 inches below the bottom edge of the neckline, ribbing, placket or seam on the uniform top. 3) A player may not wear a headband with a manufacturers logo exceeding 2 ¼ inches by 2 ¼ inches square in size. 4) A player may not wear knee pads with a manufacturers logo exceeding 2 ¼ inches by 2 ¼ inches square in size. 5) A player may play with a towel tucked into the uniform waistband provided there is no manufacturers logo showing. 9 Player Equipment and Uniform (2/5) 1) A player attempts to enter the set wearing athletic tape over her medical medal which is taped to her forearm. 2) A player may use a velcro strap to shorten the sleeve of her uniform provided the number remains clearly visible. 3) A player may wear exposed red boxer shorts under red team shorts. 4) A player attempts to enter the set wearing athletic tape over her religious medal which is taped to her forearm. 5) A team may not wear tie-dye uniform tops. 10 Player Equipment and Uniform (3/5) 1) A player may wear a cast on the forearm if it is made of soft pliable plastic. 2) During set one a second player from Team S is discovered wearing earrings. The R1 assesses Team S with unnecessary delay and charges Team S a time-out. 3) In the pre-match warm-ups S2 is wearing earrings. The R1 requires S2 to remove the earrings and charges Team S with unnecessary delay/time-out. 4) A player attempts to enter the set wearing athletic tape over her pierced earrings. 5) A player may not enter the set wearing a uniform with the number 4 in height and centered 1 below the neckline. 11 Player Equipment and Uniform (4/5) 1) A player may wear a padded, hard-plastic brace on her forearm. 2) It is illegal for a player to roll up, tape or otherwise secure the sleeves of her shirt if the result is the number on the front of the shirt is not longer clearly visible. 3) Players may wear jewelry during the warm-up prior to the match. 4) A player may wear an elbow brace that extends more than halfway way down the forearm and is properly padded. 5) During pre-match warm-up, the officials will take note of players wearing jewelry and will instruct the coach to have the jewelry removed. 12 Player Equipment and Uniform (5/5) 1) A player attempts to enter a set wearing a rubber band on her wrist. 2) During play, the R2 notices that a player has an earring in their belly button. 3) During play, the R2 notices that a player has a stud earring in his/her tongue. 4) A player may wear jewelry during warm-ups if they arent going to play in the match. 5) A player is charged with unsporting conduct for not removing jewelry during warm-ups. 13 Officials Responsibilities and Positions 1) A line judge shall indicate when a serve or any played ball crosses the net not entirely between the antennas. 2) A line judge shall position themselves in the line with the end line to watch for foot faults when the server serves from the left third of the service area. 3) A line judge shall remain in the same positions relative to the court throughout the entire match. 4) A line judge shall report to a designated neutral area between sets and remain standing. 5) A line judge shall stand at the intersection of the attack line and the sideline on the side of the R1 during time- outs. 14 Officials Responsibilities and Positions 1) A rally point is declared when the server, while contacting the ball, steps on but not over the line that marks the width of the service area. 2) Before the match a coin toss shall be conducted in the presence of the captains and a head coach from each team prior to timed warm-ups. 3) Before the match the official scorer shall report to the R1 no less than 20 minutes before starting time. 4) Before the match the winner of the coin toss may choose serve/receive or side. 5) Captains may ask the R1 or R2 to verify the serving order. 15 Officials Responsibilities and Positions 1) Prior to each set the official scorer shall provide the R2 with written lineups of the teams. 2) Prior to the deciding set the R1 shall call captains to the center of the court and before the coin toss, the R1 shall release the teams to their benches. 3) Prior to the deciding set, the R1 shall call captains to the center of the court for the coin toss with the home team calling the toss. 4) Prior to the deciding set, the R2 shall determine which official will conduct the captains meeting and coin toss. 5) The official scorer shall be seated between the official timer and the libero tracker. 16 Officials Responsibilities and Positions 1) The official scorer shall count an illegal substitution as one of the 18 entries allowed per team. 2) The official scorer shall enter into the scorebook the uniform numbers of the starting players in the proper service order. 3) The official scorer shall immediately notify the R2 if a request is made for an illegal substitution. 4) The official scorer shall immediately notify the R2 when a substitute is not listed on the roster. 5) The official scorer shall immediately notify the R2 when there is a re-entry of a player that was replaced by an exceptional substitution. 17 Officials Responsibilities and Positions 1) The official scorer shall notify the R2 how many time-outs each team has used at the end of each time-out. 2) The official scorer shall notify the R2 of a teams 15 th, 16 th, 17 th, 18 th and any illegal substitutions. 3) The official scorer shall notify the R2 when a team has used its 14 th substitution. 4) The official scorer shall notify the R2 when a team reaches set point. 5) The official scorer shall record each substitution as it is reported by the R2. 18 Officials Responsibilities and Positions 1) The official scorer shall record in the comments section of the scoresheet all uniform/equipment violations. 2) The official scorer shall record in the comments section of the scoresheet all warnings, penalties and disqualifications for all unsportsmanlike violations. 3) The official scorer shall record in the comments section when an unconscious player is removed from the set. 4) The official scorer shall sound a signal before an improper server has served. 5) It is an illegal substitution if team As coach requests a 19 th team substitution. Even if the scorer and R2 did not notify the coach of the 15 th, 16 th,17 th or 18 th substitutions. 19 Officials Responsibilities and Positions 1) The official scorer shall verify the serving order to the R1 or R2. 2) The official timer shall after the officials signal, begin timing the interval for an injury time-out. 3) The official timer shall be seated on the home team bench. 4) The official timer shall report to the R1 no later than 15 minutes before the starting time. 5) The official timer shall sound the horn when the team charged with the time-out is ready to play prior to 45 seconds expiring. 20 Officials Responsibilities and Positions 1) The official timer shall time the interval between sets (3 minutes) beginning when both teams report to their appropriate benches. 2) The official timer shall time the intervals for each time- out when the official signals and, if necessary, give an audio signal at the end of 45 seconds and 60 seconds. 3) The official timer shall time the prematch warm-up period. 4) The officials equipment for the R2 shall include a whistle, lineup card, set of yellow and red cards, pen/pencil and coin. 5) The officials attire is striped shirts, black slacks, black socks and shoes. 21 Officials Responsibilities and Positions 1) The R1 has the authority to correct a confirmed error by a line judge. 2) The R1 has the authority to replace a scorer, libero tracker, timer, or line judge who is not performing their duties properly. 3) The R1 shall be in uniform at the site of a match no less than 20 minutes before the starting time. 4) The R1 shall if the set becomes tied at 24-24, notify each captain/coach that he/she has an additional time-out. 5) The R1 shall inform the official scorer which team elected to serve first. 22 Officials Responsibilities and Positions 1) The R1 shall maintain a lineup card throughout each set. 2) The R1 shall verify with the coach the legality of players uniforms and equipment. 3) The R2 blows the whistle and signals illegal back- row block when it is clearly a violation. 4) The R2 must wait for the scorekeeper to record the number(s) of the substitute(s) before releasing the player(s) onto the court. 5) The R2 shall assign and review specific duties with the line judges. 23 Officials Responsibilities and Positions 1) The R2 shall assist in determining ball handling call by blowing the whistle when the R1s view is blocked. 2) The R2 shall blow the whistle for recognized time-outs and substitutions. 3) The R2 shall blow the whistle when the team charged with a time-out is ready to play prior to 60 seconds expiring. 4) The R2 shall determine net fouls on both sides of the net. 5) The R2 shall determine the alignment of the players on the receiving team at the contact of the serve. 24 Officials Responsibilities and Positions 1) The R2 shall notify the coach beginning with the teams 17 th substitution. 2) The R2 shall notify the coach when a team uses its 15 th, 16 th, 17 th and 18 th substitution. 3) The R2 shall perform the substitution procedure from the attack line. 4) The R2 shall replace a scorer, libero tracker, timer or line judge who is not performing his or her duties properly. 5) The R2 shall signal at the beginning and the completion of a charged time-out, how many time- outs each team has used. 25 Officials Responsibilities and Positions 1) The R2 shall signal at the completion of each charged time-out, how many time-outs each team has used. 2) The official timer will give an audio signal at the end of 2 ½ minutes and again at the 3-minute mark to end the interval between sets. 3) The official timer starts the timing device when the coach signals for a time out. 4) The R2 discreetly signals to the R1 after clearly seeing a back-row player participate in a completed block. 5) The libero tracker will be seated at the scorers table. 26 The Team: Composition and Positions (1/4) 1) After the start of the match, if a team has fewer than six eligible players due to disqualification, play will continue. 2) Before the match team A has transportation issues and has only five players to begin the match. 27 The Team: Composition and Positions (2/4) 1) Illegal alignment occurs when, at the moment of serve the CB on the serving team is touching the floor outside of the right sideline at the moment of serve. 2) Illegal alignment occurs when, at the moment of serve the center front has moved closer to the right sideline than the right front. 3) Illegal alignment occurs when, at the moment of serve the CF and LB are touching the court equal distant from the center line. 4) Illegal alignment occurs when, at the moment of serve the CF is nearer the back line and the left sideline than the LB. 5) Illegal alignment occurs when, at the moment of serve the CF on the receiving team is touching the floor with one or both feet closer to the right sideline than the RF. 29 The Team: Composition and Positions (4/4) 1) Illegal alignment occurs when, at the moment of serve while stacking to the left, the RB is nearer the center line than the RF. 2) It is a foul when a group of two or more of Team Ss team mates stand close together, blocking the view of the receiving team, and the ball with a low trajectory is served directly over them. 3) When an improper server is discovered prior to the contact of the first serve by the opposing team, all points earned by the improper server shall be canceled. 4) It is an illegal alignment if at the time of serve, the LF players left foot is on, but not beyond, the left sideline. 5) It is a player position foul if RF and CB are touching the court equal distance from the center line. 30 Roster and Line-up (1/1) 1) Starting lineups must be submitted 3 minutes prior to the end of timed warm-ups. 2) The coach submits his/her roster eight minutes prior to the end of the timed warm-up. 3) Player R1 is listed on the roster but does not arrive until the start of set No 2. R1 may enter the set after Team R is penalized with a point. 4) A point/loss of rally is awarded to the opponent when a team changes the lineup before the submission deadline. 5) An accurate roster shall be submitted to the scorer 10 minutes prior to the end of timed pre-match warm-up. 31 The Serve (1/4) 1) A loss of rally is declared when the server, while contacting the ball, steps on but not over the line that marks the width of the service area. 2) A loss of rally is declared when the server releases the ball for service for the first time and catches it. 3) A loss of rally is awarded if a served ball contacts an overhead obstruction over the court of Team S. 4) A loss of rally is awarded if a served ball contacts antennas within the body of the net. 5) A loss of rally is awarded if a served ball is intentionally hit before the R1 signals. 32 The Serve (2/4) 1) A loss of rally is awarded if a served ball travels over the antenna and lands in Team Rs court. 2) A loss of rally is awarded if a served ball contacts an overhead obstruction over the court of team S. 3) A loss of rally is awarded if the server steps on, but not over, the end line simultaneously with contact of the serve. 4) Server A recognizes that she is the improper server, so she tosses and catches the ball to force a re-serve. Before the five seconds for the reserve have elapsed, the proper server takes her place and makes a legal serve. 5) A loss of rally is awarded if the servers approach starts outside the hash marks then steps entirely inside the service area, prior to contact of the serve. 33 The Serve (3/4) 1) It is a line violation when a servers foot is touching outside the width of the extensions of the sideline at the moment of contact of the serve. 2) A re-serve shall be declared if a bad toss for serve hits the players foot and no attempt to swing at the ball was made by the player. 3) When a served ball passes under the net, the R1 uses the signal for ball lands in bounds. 4) Player S1 is awarded a re-serve, then serves two more points before being replaced by S8 is also awarded a re- serve on the next call for serve. 5) The serve is legal when the ball is contacted eight seconds after the R1s signal to serve. 34 The Serve (4/4) 1) The serve is legal when the server attempts a 2 nd reserve during that teams term of service. 2) The serve is legal when the server bounces the ball off the floor and hits it off the bounce for serve. 3) The serve is legal when the servers foot touches (on but not over) the 6 inch extension line of the sideline at the instant the ball is contacted for serve. 4) The serve is legal when the servers body is in the air over the serving are boundary lines, having left the floor from on, but not across, the end line. 5) During the same term of service, the R1 allows the same player a re-serve on her first and fourth serve. 35 Substitution and Libero Replacement (1/7) 1) The libero may serve. 2) It is legal for a coach to make a substitution, then call a time-out to make a second substitution before the ball is put back in play. 3) A loss of rally is awarded when an illegal substitution is discovered on the serving team's court. 4) A substitute approaches the sub zone but returns to her seat before being recognized by the R2. 5) The substitute waits for the R2 to release her onto the court. 36 Substitution and Libero Replacement (2/7) 1) During a time-out, a player reports to the R2 her number and the number of the player she is substituting for. 2) A loss of rally is awarded when team S having used one time-out, requests a substitution. It is Team Ss 19 th substitution for the set. 3) A loss of rally is awarded with no time-outs remaining, Team S requests a substitution for a 19 th entry. 4) A coach may not substitute players during a time out. 5) A coach may request additional substitutions after being granted his/her first request during the same dead ball. 37 Substitution and Libero Replacement (3/7) 1) A player who has been in the set three times may report for a fourth entry. 2) A request for substitution shall be made by the head coach and/or the action of a substituting player entering the substitution zone. 3) A team may be granted substitution request prior to the set, whether or not a player is ill or injured. 4) A team shall not be penalized if numbers of the substitute and the player being replaced are not reported to the R2 when the substitution occurs during a time-out. 5) An exceptional substitution shall count as a team substitution if the team has not exhausted its 18 substitutions. 38 Substitution and Libero Replacement (4/7) 1) An injured player who has not been rendered unconscious and who is legally replaced may return to the match at any time, except during the same dead ball. 2) It is legal for a coach to make a substitution, then call a time- out to make a second substitution before the ball is put back in play. 3) The coach may be granted a maximum of 18 substitutions per set (excluding exceptional substitutions). 4) The penalty for an illegal substitution is an unnecessary delay. 5) It is unnecessary delay when a coach withdraws a request for substitution after it is recognized by the official. 39 Substitution and Libero Replacement (5/7) 1) The official scorer shall count an exceptional substitution as one of the teams 18 allowed substitutions. 2) The official scorer shall notify the R2 when a player attempts to enter the set a fourth time. 3) The R1 shall when it involves a player in the set, determine if a player is unconscious or apparently unconscious. 4) The scorer shall count an illegal substitution as one of the 18 entries allowed per team. 5) Unnecessary delay is called when a coach requests a substitution, then withdraws the request prior to being recognized by the R2s whistle. 40 Substitution and Libero Replacement (6/7) 1) The libero may make two replacements during the same dead ball. 2) The libero may enter the substitution zone. 3) Unnecessary delay is called when the libero waits until the contact of the serve to replace a player 4) A libero replacement may not take place during a time out. 5) A libero may replace a disqualified player. 41 Substitution and Libero Replacement (7/7) 1. A Libero may replace an injured or ill player if no other substitutions are available. 2. Illegal alignment is called when the libero rotates to the front row and is not replaced prior to - the signal to serve. 3. The head coach must be seated when the R1 extends their arm in preparation to whistle and signal for serve. 4. The libero may serve in one position of the serving order. 5. The libero replacement must be completed by the contact of the serve. 42 Conduct (1/5) 1. A point is awarded when a player on the receiving team is disqualified for unsportsmanlike behavior. 2. Before the match if a player disrespectfully refuses to remove the jewelry during warm-up, an unsportsmanlike conduct penalty shall be assessed. 3. For a first minor offense, a yellow card is administered by the R2 or R1 during a live ball. 4. It is considered unsportsmanlike conduct for a coach to hold an unauthorized conference. 5. It is considered unsportsmanlike conduct for the coach to illegally leave the team bench during play. 43 Conduct (2/5) 1. It is the host management/coachs responsibility to control unruly spectators. 2. The correct procedure for an R2 toward an unruly fan is to penalize the coach. 3. A head coach may stand to applaud an outstanding play, but then must sit back down on the bench. 4. Non-playing team members may go to a non-playable area to warm up with balls prior to entry into the set as a substitute. 5. Non-playing team members may go to a non-playable area to stretch prior to entry into the set as a substitute. 44 Conduct (3/5) 1. It is legal for a coach to continually question an officials judgment. 2. In the absence of a designated school representative, the home coach shall serve as the host management. 3. When asked in a proper manner, the R1 shall give the reason for other penalty, but shall not permit further discussion of the penalty. 4. A coach repeatedly verbally abuses his/her own players. The R1 is correct to administer a card to the coach. 5. Non-playing team members may stand behind the bench in a non-playing area during play. 45 Conduct (4/5) 1. Sportsmanship expectations must be a part of the prematch conference with officials, captains and coaches. 2. All non-playing members of a team may stand behind their team bench during play. 3. Unsportsmanlike conduct shall be penalized for a coach entering the court when the ball is in play. 4. A player is given a red card for a single serious offense. The R1 awards a loss of rally/point to the opponent. 5. All unsportsmanlike conduct cards are carried over from set to set throughout the match. 46 Conduct (5/5) 1. It is the responsibility of the R1 to immediately administer any card(s) requested by the R2. 2. When a disqualification has occurred, a red and yellow card are held apart and a point or loss of rally is awarded to opponent. 3. When there are multiple unsportsmanlike conduct offenses, all offenders are penalized, even if all offenses are committed by the same team. 4. Assistant coaches may stand in the libero replacement zone to coach during dead balls. 5. The head coach loses their right to stand and coach for the entire match if any personnel on the team bench receive an unsportsmanlike conduct card during a match.
