13. Manifest System Nov-2013 System to receive detailed cargo manifests electronically. The manifest required to be lodged at the time of arrival of ship/aircraft or before. Quality of data in both SAD and Manifest of utmost importance. SADs will be released only when a matching manifest has been lodged. Manifest may not be required if goods already declared under the ICS process. Thyme IT will provide entry screens and an API interface to allow entry of manifest details.
