11-15 November 2007, Italy WEC 2007 The Renewable Energy Sources and their Role in the Power Energy System Ing. Igor Chemišinec, Ph.D. OTE – The Czech Electricity Market Operator Operátor trhu s elektřinou, a. s. - The Czech Electricity Market Operator Faculty of Electrical Engineering Czech Technical University in Prague Prof. Ing. Jiří Tůma, DrSc. Ing. Miloslav Fialka Fac. of El. Engineering, CTU in Prague Czech Republic

Page: 4 CTU in Prague The Czech State Energy Conception The Energy Sector - significant impact on the environment level Sustainable development The global problem of the world is to ensure it It is impossible to express it in an empiric way its definition is a result of experts discussions and agreements The Czech Republic is aware responsibility for creating of conditions for reliable and long-term safe supply of energy at the acceptable prize and at creating conditions for its effective utilizations, which will not threaten the environment and will be in accordance with policy of sustainable development State Energy Conception State Energy Conception creates the balance between energy market and reliable energy supply, environment protection and support of research and development.

Page: 5 CTU in Prague The Czech State Energy Conception Proceedings for reduction of energy import dependence: -increase of energy effectiveness -support of renewable sources -extension of operational life of domestic potential reserve of solid fuel

Page: 6 CTU in Prague The Czech State Energy Conception The Czech Republic has to perform following long- time goals: 1.to fulfil of EU strict emission limits in 2010 (i.e. SO 2 265 000 tons, NO x 286 000 tons) 2.to fulfil of international obligations from Kjoto protocol and from another agreements fixed on it. 3.to create conditions for higher use of renewable energy sources- determination and performance of the national indicative intent of electricity production from RES due to gross electricity consumption (8% for year 2010). 4.to create conditions for progressive rise rate of renewable energy sources in domestic consumption of primary energy sources in 15 - 16% for year 2035. 5.to create conditions for higher use of secondary raw energy sources and for rise of the rate of alternative fueling in transportation. Higher support intent of the renewable sources usage was observed in the State Energy Conception

Page: 8 CTU in Prague AGENDA The role of renewable energy sources (RES) in the Czech State Energy Conception Economical support for renewable energy sources in the Czech Republic Technical aspects of the operation RES Conclusion

Page: 9 CTU in Prague Economical support for renewable energy sources in the Czech Republic Two supporting systems: form of redemption prices form of green bonuses Electricity producers can choose from these two support systems, whereas they can not combine the support manner

Page: 10 CTU in Prague Redemption prices enforced for electricity supplied and measured in transfer point of production and network of operator related distribution (transmission) system comes into accounting of subject of settlements responsible for losses in regional distribution (transmission) system

Page: 11 CTU in Prague Green bonuses enforced for electricity supplied and measured in transfer point of production and network of regional distribution (transmission) system operator and supplied to electricity salesman by producer or to authorized consumer and then for another own electricity consumption gives to producer possibility of choice of the selling (price) of produced energy to any final consumer or salesman

Page: 12 CTU in Prague Review of feed-in tariffs and green bonuses for chosen technology in the Czech Republic

Page: 13 CTU in Prague Renewable energy sources and electricity prices Process of the rate of final consumers on the coverage ancillary expenses *change of the calculation method, instead presumption production used reality for previous period

Page: 14 CTU in Prague Influence of the support RES on the electricity price in the Czech Republic Share of price components on prices paid by end customers for low voltage level (NN) in 2006 (without VAT)

Page: 15 CTU in Prague AGENDA The role of renewable energy sources (RES) in the Czech State Energy Conception Economical support for renewable energy sources in the Czech Republic Technical aspects of the operation RES Conclusion

Page: 16 CTU in Prague Renewable energy sources and power system DSO/TSO has obligation prior to connect RES to given part of the distribution system but this connection and operation of RES have influence over distribution system It is necessary to do consultations with DSO/TSO, for purpose of solving questions, concerned about choice of connection place, technical conditions, connection type and especially operation.

Page: 17 CTU in Prague The most important influences of operation RES The connection and operation of RES must fulfill minimum of technical, plans, operation and information requirements, which are lay dawn in Grid Code of DS or TS.

Page: 18 CTU in Prague Conclusion Importance of the State Energy Conception Big attention is given to Renewable Energy Sources Electric energy originating from renewable energy sources can not economically compete with electric energy from classic energy sources The principles of support of these energy sources and their influence on the power cost by final consumers were described. The connection and operation of RES have influence over distribution/transmission system Main focus has to be given to the role of renewable energy sources in connection to reliability and security of the electric energy supply and its quality.
