About East Thames 13,500 properties across east London and into Essex c 8,000 general needs rented, 2,100 are pre 1950 street properties Our mission is to make a positive and lasting contribution to the neighbourhoods in which we work.

Challenges facing Housing Associations Budgets are under pressure: Welfare Reform – pressure on voids, arrears and bad debts Reduced SHG for development Component accounting has reduced ETGs surplus by c £3m Environmental improvements do not have a direct financial benefit to the Association Lack of awareness in the sector Uncertainty caused by the annuality of programmes Loss of confidence due to withdrawal of the FIT results in reluctance to invest in new initiatives

Case study – CESP external wall programme Programme undertaken in 2012/13 in partnership with Sustain Services 286 eligible properties in Newham 121 able to proceed due to technical requirements and residents wishes

A typical property BeforeAfter

Facts and figures Project Value Funding Secured (CESP & ECO) East Thames Contribution Private Householder Contribution £842,912 (£6,966 ave) £697,043 £144,606 (17% of costs) £ 1,262 FINANCIALS Combined Annual Householder COST savings Combined Annual Householder CARBON Savings £ 24,544 (£202 ave) 142.8 TCO2 TOTAL SCHEME SAVINGS Thermal efficiency of walls and ceilings improved in line with current Building Regulations refurbishment requirements

Considerations Boundaries of LSOAs very rigid under CESP, more flexibility suggested under ECO Consultation with residents vital – work is disruptive and changes external appearance Bespoke detailing required for every home Concentrated stock reduces cost and complexity None of our properties were in conservation areas so able to undertake as Permitted Development

Testimony East Thames resident, Angela from Plaistow: This energy upgrade couldnt have come at a better time. I used to spend as much as £40 a week heating my home during very cold periods. Since the upgrade, so far this winter, Im spending about £15 a week. My family and I are definitely enjoying being a lot warmer in our home and Im a lot less worried about what its going to cost.

ECO funding ECO will cover the lower 15% LSOAs Boundaries may be slightly more flexible to allow whole street solutions Currently assessing our stock against the LSOAs with Sustain and Interserve Funding likely to be lower – at approx 60% of costs Opportunities to work in partnership with other RPs and LAs to increase efficiency
