Ensure that there is free space of at least 3/16-inch (4.8 mm) around the DOW Diamond. chemical safety - C.-A. LachanceDow Restricted Chemical safety: the way forward and the link to the CEPA 99 Review March 03, 2005 presentation to the annual Meeting of CSSPA Claude-André Lachance

Ensure that there is free space of at least 3/16-inch (4.8 mm) around the DOW Diamond. chemical safety - C.-A. LachanceDow Restricted Chemical safety: the vision World Summit on Sustainable Development …by 2020, chemicals be used & produced in ways that lead to minimization of significant adverse effects on human health & environment based on sound science, risk assessment & risk management following the precautionary approach as set out in the Rio Declaration… International Council of Chemical Association …the global chemical industry will be widely valued & supported for its economic, social & environmental contributions to society CEPA99 Declaration …It is hereby declared that the protection of the environment is essential to the well-being of Canadians and that the primary purpose of this Act is to contribute to sustainable development through pollution prevention

Ensure that there is free space of at least 3/16-inch (4.8 mm) around the DOW Diamond. chemical safety - C.-A. LachanceDow Restricted Chemical safety: elements minimize significant adverse effects on health and environment … within a defined timeframe … using a science, risk based approach … that incorporates precaution … while maintaining the social and economic benefits of chemistry … and being transparent about our products and actions

Ensure that there is free space of at least 3/16-inch (4.8 mm) around the DOW Diamond. chemical safety - C.-A. LachanceDow Restricted chemical safety: the Responsible Care ethic Under Responsible Care, the worldwide chemical industry is committed to continual improvement in all aspects of health, safety & environmental performance & to open communications about its activities & achievements In 2005, a global Responsible Care Charter will be adopted, and CEOs will be called upon to commit to applying the principles of RC in all their operations worldwide

Ensure that there is free space of at least 3/16-inch (4.8 mm) around the DOW Diamond. chemical safety - C.-A. LachanceDow Restricted chemical safety: the sustainable development framework ICCA paper developed for UNEP (2002): On the Road to Sustainability 1.Chemical Safety – industry recognizes its responsibility for products along the supply chain & throughout the lifecycle, & intends to extend the Responsible Care initiative 2.Innovation – the chemical industry will continue as a vital, dynamic & innovative contributor to society 3.Globalization – transfer efficient technologies to developing countries & improve education / training 4.Capacity Building – improving knowledge about chemicals through training, education & communication & promoting & spreading health, safety & environmental standards worldwide

Ensure that there is free space of at least 3/16-inch (4.8 mm) around the DOW Diamond. chemical safety - C.-A. LachanceDow Restricted chemical safety: focus and locus of risk individual: informed risk sub-populations: proxy risk communities: proximate risk workplaces: immediate risk ecosystems: comprehensive risk regions: shared risk/equitable risk global commons: sustainable risk

Ensure that there is free space of at least 3/16-inch (4.8 mm) around the DOW Diamond. chemical safety - C.-A. LachanceDow Restricted chemical safety: boundary conditions sustainable production and consumption SP is not about producing less but producing cleaner SC is not about consuming less but consuming smarter hazard versus risk: a false debate? the real debate is about conditions of exposure… …which translates into societal acceptance of risk… …and setting the precautionary threshold accordingly data as knowledge: giving meaning to numbers putting data into the public domain is a necessary condition to building public confidence in chemical safety… …but raw emission data or results of biomonitoring do not automatically translate into knowledge and understanding about effects, and in and by themselves do not set parameters for minimizing risk

Ensure that there is free space of at least 3/16-inch (4.8 mm) around the DOW Diamond. chemical safety - C.-A. LachanceDow Restricted chemical safety: the agenda coming to grip with the legacy of existing chemicals lots of work internationally, in Canada, the USA and the EU to screen existing chemicals of concern, develop data base and triggering SLRA integrating precaution into the RA/RM regime New Directions Group protocol defining the science behind non traditional end points for risk assessment low dose hypothesis, cognitive and behavioural effects, endocrine mimickers, synergistic and antagonistic effects, etc… e.g. ICCA LRI initiative, EPA VCCEP fine tuning the RA tools modelling, assessing classes of substances, exposure tools excellent pioneering work being done by EC and HC

Ensure that there is free space of at least 3/16-inch (4.8 mm) around the DOW Diamond. chemical safety - C.-A. LachanceDow Restricted chemical safety: the agenda (continued) coming to grip with chemicals in products manufactured products are global in nature and traded globally international community is struggling with PPM, contaminants, lifecycle issues, social equity, etc… collectively, we need to think through the appropriate responses, which by definition will need to be internationally coordinated creating the right signals for market responses de-selection and substitution is happening in the marketplace… …but is it always happening constructively, and is it contributing to the overall chemical safety vision? the problem of stigma and lists Capacity building: increase the capacity to take appropriate action in an integrated world, chemical safety is as robust as the weakest link contextualize emission and biomonitoring data support international action the Strategic Action for International Chemical Management (SAICM) is defining the agenda for closing chemical safety gaps The International Forum for Chemical Safety is driving an international program of action

Ensure that there is free space of at least 3/16-inch (4.8 mm) around the DOW Diamond. chemical safety - C.-A. LachanceDow Restricted linking chemical safety agenda to CEPA 99 sustainable development foundation science based global perspective RA/RM architecture integration of precaution pollution prevention philosophy flexibility of instruments information (NPRI) safety preparedness collaboration

Ensure that there is free space of at least 3/16-inch (4.8 mm) around the DOW Diamond. chemical safety - C.-A. LachanceDow Restricted the way forward: CEPA 99 review sound architecture: fine-tuning only categorization of existing chemicals is leading edge: next phase will be RA/RM - international collaboration will be key to deal with significant burden tool box approach to risk management: more use of economic instruments equivalency agreements: synchronization is important some aspects to focus on in the review: Smart regulations mindset needs to be integrated in CEPA99 »CEPA itself should provide the optimal mix of incentives and disincentives by giving risk managers easy access to the largest possible tool box »CEPA should also enable use of the most effective tool by the best situated to act »CEPA should ensure that all decisions are transparent and that the Ministers of the Environment and Health remain accountable for ensuring that toxic substances are managed effectively information: move from data base to knowledge base »Reinstate State of the Environment Reporting and add link to State of Health Reporting minimize market overreactions : the stigma issue associated with listing of CEPA toxic needs to be addressed: context setting for schedule 1 listings would help; removing the label CEPA toxic would help even more Need clear authority to manage risks over full life cycle of products

Ensure that there is free space of at least 3/16-inch (4.8 mm) around the DOW Diamond. chemical safety - C.-A. LachanceDow Restricted Conclusion chemical safety is an international priority total commitment to this agenda by global chemical industry the vision is sound we are not there yet, but we are making progress boundary conditions need to be managed to avoid getting lost in the weeds transparency is paramount stakeholder dialogue is essential market forces need to be harnessed supply chain perspective needs to be inserted in a lifecycle approach to meet chemical safety goals – EC SST is an interesting development

Ensure that there is free space of at least 3/16-inch (4.8 mm) around the DOW Diamond. chemical safety - C.-A. LachanceDow Restricted Thank you! I look forward to the roundtable discussion
