4 Vision for Public Transport Scenario Department of Transport Buses & Coaches Minibus Meter Taxi Trains Small bus operators All modes of transport integrated into a professional public transport system - Subsidised - Controlled - Safe - Reliable - Economical - Regular - Organised Advantages - Public transport better utilised - Roads less congested - Economic growth - Less informal transport

5 Problems Small bus operators not subsidised Small bus operators prominent in rural areas, playing a significant role in the commuter industry – but not safe and reliable Many informal small bus operations Public image of small bus operators not good to industry Perceived lack of cohesion / structure in small bus industry Transport industry as a whole not efficiently structured and not integrated (modes)

10 Rational Municipal (regional) Operators Job creation Genuine empowerment The District structure consists of its own municipal operators Real representation Will forward two representatives to the Provincial Council The Provincial Council consists of two representatives of each District Official mouth piece of each District Provincial Executive Committee Consists of elected members of the Provincial Council Will forward its Chairperson + 1 Exco Member to represent its Province on the National body The National Executive Council Lends itself to transparency Will have buy in from bottom up Plan bottom up and Implement top down

11 Implementation Phase 1 Consult and Develop Constitution Phase 2 Set up Business Entity Phase 3 Design guidelines and implement a comprehensive Skill Audit with the Provinces Phase 4 Design guidelines and implement a Skills Academy (All other projects must follow after the above mentioned phases)

12 The way forward We need your support Specific areas of concern, needs and operational implementation annexed We have a structure for government to use as a vehicle to drive its transportation initiatives The National Small Bus Operators Council presents Government with a unique opportunity to redress, change, or fix policies that could further its aims and objectives for its long term transport plans
