Implementation Phase 1 Consult and Develop Constitution Phase 2 Set up Business Entity Phase 3 Design guidelines and implement a comprehensive Skill Audit with the Provinces Phase 4 Design guidelines and implement a Skills Academy (All other projects must follow after the above mentioned phases)
