3 Background - 1 Regulation 538/2014 amends Regulation 691/2011
three new modules, amongst which environmental goods and services sector (EGSS) accounts (Annex V) Discussions about the inclusion of an EGSS product lists in the EGSS module: EGSS product list - good tool for general guidance, with limitations for countries using an activity approach consider product dynamics for further updates of the list (passive houses)

26 November 2014 Background - 2 DIMESA (April 2013): need to agree on reporting tables and EGSS list as background for the Council discussions Eurostat and several countries recommended including these in implementing acts or handbooks Legislative procedure - Council, Commission and EP agreed that an indicative list of EGSS products/activities should be established to facilitate a harmonised application of the Regulation Task force on environmental transfers

5 State of play Amended Regulation 691/2011, Article 1- point 2/b/5:
“In order to facilitate a uniform application of Annex V, the Commission shall, by 31 December 2015, by means of implementing acts, establish an indicative compendium of environmental goods and services and of the economic activities to be covered by Annex V based on the following categories: environmental specific services, environmental sole purpose products (connected products), adapted goods and environmental technologies. The Commission shall update the compendium where necessary”.

6 EGSS indicative compendium approach
that allows a flexible and cost-effective implementation given existing sources and national relevance of individual products/activities based on: data collected by Eurostat from questionnaires on a voluntary basis compilations presented in handbooks and practical guides experience of countries that produce EGSS accounts regularly or have worked on EGSS through pilot projects

7 Content 2 lists (annexes 1 and 2)that provide information on which are the most important products and activities relevant for the CEPA/CReMA classes for activities - main EGSS activities in each position of NACE Rev.2 (A*21) with ref. to CEPA and CReMA for products - same structure for each section of the CPA (section level) Main categories of data sources (annex 3)

8 Implementation of the EGSS indicative compendium
Asks MS to analyse as a minimum activities and products in Annexes 1 and 2 - to determine, according to circumstances, the relevance and estimation feasibility using already existing information

9 Next steps A final draft EGSS indicative compendium is planned to be submitted to the Working groups on Environmental accounts and Environmental expenditure statistics for approval at the 9-11 March 2015 meeting.
