2 What is a Federation? Representatives of 15-20 SHGs come together to form and function as a democratic unit / federation to fulfill / address the joint needs of PWDs / Group of SHGs. 6 What should be the size of a federation, and at what level should it be formed? Encourage federations with a membership of not less than 10 and not more than 20 SHGs, with a view to ensure maximum participation of PWDs while keeping the size and scale of activities manageable.
