1. The United Kingdom is a constitutional monarchy (конституционная монархия). 2. In law, the Head of the state is the Queen. 3. But in fact, the queen reigns (царствует), but doesn’t rule. 4. She has no real power The queen is the symbol of the country history and its traditions. 6. The real power in the country belongs to the British Parliament and to the British Government. 7. The British Parliament consists of two “houses”: the House of Lords and the House of Commons. 8. The House of Lords is very important. 9. It can offer, change and delay laws. 10. The House of Commons makes laws about the policy of the country. 11. The members of the House of Lords are permanent. 12. The members of the House of Commons are elected. 13. The British people elect 650 members of the House of Commons every five years.
