1 MARINE STRATEGY FRAMEWORK DIRECTIVE (MSFD) COMMON IMPLEMENTATION STRATEGY
RECAP Quick win 2: DATA NETWORK Developing Experience with working in a distributed network relevant to MSFD assessments Document: DIKE- 6_2012_06_Data Access WG-DIKE/MODEG 30 OCTOBER 2012 Neil Holdsworth, ICES

2 SUPPORTING THE MSFD REPORTING
National Data: EMODnet ready EMODnet metadata MSFD Needs Δ WG-DIKE/MODEG 30 OCTOBER 2012 Neil Holdsworth, ICES

3 SUPPORTING THE MSFD REPORTING
Near future Capitalise on EMODnet investment Gain experience of data network Shaping development of EMODNet Harmonisation with INSPIRE Towards 2018 Ease burden of data sharing Speed of availability of data WG-DIKE/MODEG 30 OCTOBER 2012 Neil Holdsworth, ICES

4 EMODnet: MAKING DATA AVAILABLE
EMODnet is contract based Timings are related to start of contract(s) Timespan EMODnet phase Themes MSFD Regions ur-EMODnet Bathymetry (Hydrography) Geology Chemistry Biology Physical habitats All themes covered Greater North Sea and at least one other region ur-EMODnet (+1) Physical parameters (physics) All regions 2013 for 3 years duration Phase 2 contracts Existing themes plus the addition of Human Activities Extend to all regions 2014 onwards EMODnet will be established with permanent funding, a Secretariat will be established and governance formalised. Future phases dependent on Commission Green paper WG-DIKE/MODEG 30 OCTOBER 2012 Neil Holdsworth, ICES

5 A SUBSET OF MSFD INFORMATION
Nutrients, chlorophyll a and oxygen Existing data flows Well defined Described as indicators in the Commission Decision ur-EMODnet; nutrients and chlorophyll are reported into two different portals Harmonization Realistic scenario WG-DIKE/MODEG 30 OCTOBER 2012 Neil Holdsworth, ICES

6 EMODnet: 3 SCENARIOS 1) MS that have institutes actively participating in EMODnet Chemistry Formats, Metadata and Data Relevant Institutes, Relevant Data Other reporting obligations WG-DIKE/MODEG 30 OCTOBER 2012 Neil Holdsworth, ICES

7 EMODnet: 3 SCENARIOS 2) MS that have had little, or no, participation in EMODnet Chemistry Formats, Metadata and Data Relevant Institutes, Relevant Data Other reporting obligations WG-DIKE/MODEG 30 OCTOBER 2012 Neil Holdsworth, ICES

8 EMODnet: 3 SCENARIOS 3) Participation through EMODnet biology (Chlorophyll data) Formats, Metadata and Data Relevant Institutes, Relevant Data Other reporting obligations WG-DIKE/MODEG 30 OCTOBER 2012 Neil Holdsworth, ICES

9 EMODnet Metadata collections MSFD Metadata Catalogue
LINKING TO REPORTING (LABELLING) No changes to Metadata standards/records Use existing metadata references in EMODnet Linked (pointers) in reporting sheets/database Use MSFD metadata catalogue EMODnet Metadata collections MSFD Metadata Catalogue WG-DIKE/MODEG 30 OCTOBER 2012 Neil Holdsworth, ICES

10 SUPPORTING THE MSFD REPORTING
CONCLUSION OF TG-DIKE (03 JULY, 2012) MODEG and WG-DIKE cooperation How to connect EMODNet is just one solution Different levels of maturity (in EMODnet portals and also Member state data infrastructure) OVERALL: Willingness to explore further WG-DIKE/MODEG 30 OCTOBER 2012 Neil Holdsworth, ICES

11 SUPPORTING THE MSFD REPORTING
MODEG/COM to clarify plans/thoughts on: Linking data from outside the immediate consortium Principle Procedure/Process Support available (from EMODnet) Forming new partnerships after consortium is created WG-DIKE/MODEG 30 OCTOBER 2012 Neil Holdsworth, ICES

12 SUPPORTING THE MSFD REPORTING
MODEG/COM to clarify plans/thoughts on: A single point of access/contact for unconnected institutes/member states Scalable membership i.e to offer more support for smaller institutes/Member states? WG-DIKE/MODEG 30 OCTOBER 2012 Neil Holdsworth, ICES
