7 3. EARLY PREPARATIONS An internal team comprising of experts from International Relations Department. Official letters and information notes. Gantt chart. Informing all levels of TurkStat staff. Determination of ONAS: Central Bank and Ministry of Forestry and Water Affairs.

8 4. DOCUMENTATION List of core documents annexed to “Guide for NSIs and Other National Authorities”. Other documents to be considered as prominent for the NSS. Translation of relevant documents to English. Preparation of executive summaries. Use of translation service through a contractor translation company.

9 5. QUESTIONNAIRES Self-Assessment Questionnaire (TurkStat).
Light Self-Assessment Questionnaire (CBRT & MoFWA). Questionnaire on the Coordination Role of the NSIs (TurkStat).

10 6. PEER REVIEW VISIT Visit of the peer reviewers for Turkey on November 3-6, 2015 in Ankara. PR team for Turkey: two experts and one representative from Eurostat. A draft list of main producers and users, non-governmental organisations, representative offices of international organisations, professional associations, etc. as well as medium-level and junior staff.

11 7. CONCLUSIONS Opportunity to see strong aspects of the system and good practices, and areas to be developed, More burden on the NSIs, ONAs and the staff. Number of questionnaires, Audit-like approach, Principles evaluated during the visit, Formulating the improvement actions by the NSI itself. Experiencing the same methods like the ESS countries: A positive novelty for enlargement countries.

12 7. CONCLUSIONS (Cont’d) Support of top management: indispensible for PRs. Informing not only the top management but also all levels of staff: a significant activity for the global awareness. Improvement actions with deadlines: worthwhile references to make progress in specific areas. Defining improvement actions by the NSIs themselves and SMART (Specific, Measurable, Assignable, Realistic, Time-related) approach: recent and very useful methods on defining more “to the point” actions and ensuring the NSIs to be more committed to the improvement actions.

13 7. CONCLUSIONS (Cont’d) Time constraint is a critical aspect during the PR activities. Flow diagram Gantt chart Examination of reports and improvement actions of ESS countries to see different country practices and how to define improvement actions based on the recommendations. A small core group consisting of head of departments would be better for the questionnaire phase. Objectivity, willingness and volunteerism as the main components of an NSI before and during a PR exercise.
