4 Maximum Sustainable Yield (MSY)
FMSY: 2015 where possible, 2020 at the latest Insufficient progress towards 2020 The biomass objective is considered only as “aspirational“ Benefits for fish stocks and fishing industry Recommendation: Agree among Member States, other countries and stakeholders on a trajectory to achieve MSY as soon as possible 09 November 2018

5 The Landing Obligation (LO)
Goal: reduce unwanted catches Political agreement 4 years ago To facilitate the implementation: Swaps between states and organisations Flexibilities in the CFP Enable EMFF funding for more selective gear Exemptions only as last resort and based on scientific evaluation Recommendation: utilise all possible measures to reduce the amount of unwanted catches BEFORE they are caught Improve data collection 09 November 2018

6 Multi-Annual Plans (MAPs)
MAP proposals and agreements fall short of intention of MAPs All species should fulfil the MSY objective CFP foresees what shall be included in MAPs Recommendation: Make MAPs holistic management tools, adhere to CFP objectives and include provisions outlined in the CFP Art 9 and 10 09 November 2018

7 MPAs and fish stock recovery areas
Intention: Zones for species to feed and reproduce, with reduced or no human interaction 10% CBD target, science recommends 30% and actual no take zones Also CFP Art 8 foresees fish stock recovery areas and networks to protect juvenile fish Main problem: insufficient management measures implemented, resulting in so-called ‘paper parks’ Recommendation: For new and existing MPAs, put in place ambitious conservation objectives and management measures 09 November 2018

8 Quota allocation Often forgotten: CFP Art 17 and its criteria for the allocation of fishing opportunities Criteria: Impact of fishing on the environment History of compliance Contribution to local economy Historic catch levels Further: Member States should provide incentives for reduced environmental impact and reduced energy consumption Recommendation: Implement CFP Art 17 fully when allocating fishing opportunities 09 November 2018

9 Regionalisation A good concept that should be based on targets and objectives Recommendation: Make full use of tailoring management measures to regional specific settings, while adhering to an EU framework 09 November 2018

10 Stakeholder involvement
Involvement of stakeholders: Consultation on discard plans, MAPs and conservation measures Recommendation: Support, encourage and consult the Black Sea Advisory Council while ensuring that all stakeholders have expressed their opinion in respective advice publications 09 November 2018
