Metering Configurations were discussed in more detail at the January 6, 2010 DRWG meeting. The presentation is available at: –http://www.iso- ne.com/committees/comm_wkgrps/mrkts_comm/dr_wkgrp/mtrls/ 2010/jan62010/drwg_ms_01-06-2010.ppthttp://www.iso- ne.com/committees/comm_wkgrps/mrkts_comm/dr_wkgrp/mtrls/ 2010/jan62010/drwg_ms_01-06-2010.ppt Today’s presentation covers the over all object/data model overview and a summary of the metering configurations Metering Configurations DR Under FCM – Update | January 12, 2010 DRITWG | © 2010 ISO New England 4

Terms Used In This Presentation CFE –Communication Front End (ISO side, servers that support the communication with Market Participants, or their agents) Customer Baseline (CB) –An estimate of an Asset’s electricity consumption had it not responded to a RTDR or RTEG event. DDE –Demand Designated Entity DG Output (DG) –The metered output of a Distributed Generator less any parasitic loads. Facility –A location where service is provided to an end-use metered customer. Facility Metered Load (FML) –Electricity consumed at a Facility that is purchased from the grid. 5 DR Under FCM – Update | January 12, 2010 DRITWG | © 2010 ISO New England

Terms Used In This Presentation DR Under FCM – Update | January 12, 2010 DRITWG | © 2010 ISO New England 6 Hourly Reduction (HR) –The reduction in the Asset’s electricity consumption resulting from responding to a RTDR or RTEG event, or in the case of passive assets the average demand reduction across the performance/event hours. Metering Configuration (MC) RTDR / RTEG Asset –One or more measures/facilities located at a single PNode, reporting data as a single set of values and assigned a unique Asset ID by the ISO RTU –Remote Terminal Unit (field devices owned by the Market Participants or DDE that communicate with the CFE system servers) Total Facility Load (TFL) –Total Facility Load is the total electricity consumed at a facility inclusive of that purchased from the grid and that produced on-site from a Distributed Generator. TFL = FML + DG

Inform Lead Market Participants and DDEs of the proposed timelines As the timelines will display: –The Lead Market Participants need time to submit the registrations –The ISO needs time to review new registration and changes –The DDE needs time to accommodate changes to the communication model each month to reflect registration changes Purpose for discussing the timelines DR Under FCM – Update | January 12, 2010 DRITWG | © 2010 ISO New England 10

Asset Registration Timeline New Assets: –Must allow the ISO 7 full business days to review submittal, as is the practice today (though in practice our turnaround is quicker) –Must be approved, and have a baseline built when needed, before the data snapshot is taken to construct the communication model Baseline Data –Window for submitting data starts as early as five business days prior to the registration submittal (CB needed by T-8, e.g., 8/24/2010) 8/31/2010 (Tue)8/1/2010 (Sun) 8/10/2010 (Tue): New Asset Submitted to CAMS 8/25/2010 (Wed) 0:00 (T-7): Final snapshot of Data Model Taken 8/15/2010 (Sun): Deadline to Submit New Assets for 9/1/2010, submittals beyond this date are not guaranteed to be ready for 9/1/2010 8/3/2010 (Tue) – 8/23/2010 (Mon): Window to submit baseline data with a requested operational date of 9/1/2010 13 DR Under FCM – Update | January 12, 2010 DRITWG | © 2010 ISO New England

Registration Timeline Examples (cont.) 8/23/2010 (Mon): New Asset Submitted to CAMS Late Timeline In this example, the ISO is given less than two business days to review the asset in order for it to be R2R by 9/1/2010. Asset’s ready to respond date will be postponed until 10/1/2010 since the asset was approved on 8/27/2010. 15 DR Under FCM – Update | January 12, 2010 DRITWG | © 2010 ISO New England 8/25/2010 (Wed) 0:00 (T-7): Final Cut of Data Model Taken 8/16/2010 (Mon) – 8/20/2010 (Fri): Historical Baseline Data Submitted 8/27/2010 (Tue): Asset Approved By ISO 8/31/2010 (Tue)8/1/2010 (Sun) 8/16/2010 (Mon): Deadline to Submit New Assets for 9/1/2010 8/24/2010 (Tue): Baseline Built

Administrative Reminder All forms have been sent. Forms are due back to ISO Customer Support from EPs by January 31, 2010. Follow up questions regarding the form may be directed to ISO Customer Support. ISO Customer Support contact information is as follows: –CustServ@iso-ne.comCustServ@iso-ne.com –413-540-4220 EPs unable to provide required information in a timely manner risk delaying conversion of their LRP assets for the start of the first Capacity Commitment Period on June 1, 2010. 18 Timeline Reminder (Continued) Dec 9, 2010: Demand Asset data conversion form distributed Current CAMS CAMS under FCM TBD: CAMS under FCM deployed – Current CAMS may be used for registration for Transition Period months June 1, 2010: First FCM Commitment Period begins – current CAMS becomes “read- only” Jan 31, 2010: Demand Asset data conversion form due ABC DR Under FCM – Update | January 12, 2010 DRITWG | © 2010 ISO New England 18

19 Timeline (Continued) Before form is returned to the ISO (A) Between form returned and deployment CAMS under FCM (B) Once CAMS under FCM is deployed (C) Make updates to existing LRP assets for FCM Update XLS Form, and CAMS also if it applies to the Transition Period. E-mail ISO Customer Support with the request (HEAT ticket). For extensive revisions, submit request to ISO for an updated XLS. Update CAMS if it also applies to the Transition Period. TP-only Assets: Current CAMS may be used. FCM –only Assets: Use CAMS under FCM. Both: May need to update both systems. Register New Asset (incl. un- retiring) for Transition Period Continue to use Current CAMS, plus fill out the revised Additional Information sheet and email to ISO Customer Support. Note: FCM related fields are only needed for LRP assets you want the ISO to cutover to FCM. Current CAMS may be used for Transition Period only. Register New FCM Assets Continue to use Current CAMS, plus fill out the revised Additional Info. sheet and email ISO CS. Use CAMS under FCM. Where to register new assets and edit asset data DR Under FCM – Update | January 12, 2010 DRITWG | © 2010 ISO New England

MW Allowed to Be Pushed Back field on the “Passive Assets” tab of the form is missing. Please put this value in the Notes/Comments field. If an asset’s DR Type is “RTDR” and the Reduction Method is “Start Generation” the form gives you three options for the Metering Configuration field. The ONLY valid option for this combination is “DG Output Directly Metered.” Please disregard the other options. MCs with “DG” in their names still apply to RTEG assets. EGs are Distributed Generation. Corrections and General Comments DR Under FCM – Update | January 12, 2010 DRITWG | © 2010 ISO New England 20
