5 WP0- Management and communication
Telephone/Web meeting on the Marine Pilot WISE-Marine discussion & 30 DIKE WG meeting H06 internal meeting on pilot INSPIRE Marine pilot virtual meeting Ad-hoc INSPIRE Marine pilot face to face meeting during the INSPIRE e-Reporting workshop Meeting on Quality descriptors used for the monitoring with experts from JRC/H01 –revision of the COM 2010/477/EU Short meeting with EEA, during the workshop INSPIRE e-reporting Virtual meeting of the marine pilot –project partners nd EMODnet-MSFD Coordination Meeting (27 February 2015, Brussels) Joint meeting of SeaDataNet technical task group and EMODnet Chemistry technical working group (Trieste at ICTP) Internal coordination meeting and Face to face meeting, Hamburg &13 web conference - virtual training “hands on” training Copenhagen Pilot face to face meeting, Copenhagen DIKE WG meeting EMODNET & INPSPIRE workshop, Ispra INSPIRE inside

6 WP1- Overview of MSFD requirements in relation of INSPIRE
Analysis of MSFD and INSPIRE legal documents MSFD & INSPIRE directives COM 2010/477/EU on criteria and methodological standards on GES (MSFD) Commission Regulation (EU) No 1089/2010 as regards interoperability of spatial data sets and services amendments documents (INSPIRE) Link between INSPIRE & MSFD legal requirements: INSPIRE implementation roadmap MSFD Reporting & Public consultation and information requirements 1st cycle ( with focus on Articles 8, 9, 10, 11, 13, 14, 19)

7 WP1- output : D1.2 Analysis of requirements that link INSPIRE and MSFD
REPORTING MONITORING ASSESSMENT

8 WP2- INSPIRE-based MSFD spatial data modelling
First mapping MSFD spatial data requirements with INSPIRE themes – details given in D1.2 ASSESSMENT Essential features and characteristics & Pressures and impacts MONITORING 11 Quality Descriptors/criteria/indicators

9 WP2- INSPIRE-based MSFD spatial data modelling
INSPIRE data models Environmental Monitoring Facilities & Oceanographic features Species Distribution & Habitat and Biotopes Sea regions Spatial information coming from the monitoring (11QD) programmes could be divided into three classes: Time series (e.g. concentrations of Chl a, nutrients, contaminants - priority substances …) Bio - data (e.g. invasive species distribution, affected habitats maps….) Sea areas with common characteristics (e.g. seabed significantly affected by human activities …) Harmonization process to INSPIRE compliant data sets linked to WP6 training & capacity building (in progress)

10 WP3- Development of the data flow
Establishment of subgroup on legal aspects of e- Reporting Sandbox – development of technical solutions and tools – including open source software – that can be used required data flow

11 Scope of subgroup on legal aspects
Currently, in Reportnet, spatial data linked to reporting sheets are in the same envelope as the non-spatial data. The spatial data can, in theory, be replaced by an INSPIRE endpoint containing the same spatial content. The subgroup will produce a short report on the legal and procedural aspects and requirements for e-Reporting using INSPIRE-based services. Outcome: report, made available to WG DIKE and INSPIRE MIG Deadline: Participants: EEA (lead), DG ENV, DE, NL, DK, JRC

12 WP4- EMODnet and INSPIRE
30/06/2015 EMODNET & INPSPIRE workshop The relationship between INSPIRE, EMODnet, MSFD; What implications INSPIRE has for EMODnet and for EMODnet data providers; Recommendations for aligning EMODnet to INSPIRE in relation to MSFD. Expected outcome: joint ENV-JRC-MARE-EMODNet Secretriat paper clarifying the legal, organizational, and technical relations

13 INSPIRE components Following INSPIRE principles …Licenses, negotiation
Metadata following INSPIRE structure - ISO 19119 Harmonized data sets

14 WP5- Document and analyse the cost and benefit
Main delivery will be in the last phase of the project Possible reuse of the spatial data required by MSFD shared by INSPIRE network services in scope of implementation for other environmental policies

15 WP6- Training and capacity building
Developed three training modules: On line training modules for the basic INSPIRE understanding Web conferences (recorded and available on line) – related to the interoperability and INSPIRE data models related to the MSFD implementation “Hands on” – training module – capacity building for the transformation of data sets into INSPIRE data model; development of the INSPIRE compliant metadata, use of sandbox tools, etc… We want to share with other MSFD implementers

16 Outline Status update of pilot
Input requested from you on DIKE_ Widening the group of participating countries

17 WP1- output : DIKE_11-2015-06 D1.2 Analysis of requirements that link INSPIRE and MSFD
Living document until the end of project REPORTING MONITORING ASSESSMENT

18 Process DIKE_11-2015-06a has been reviewed by pilot participants
Comments from the WG DIKE welcomed during this meeting, in writing until (first cut-off) using the Comment Spreadsheet DIKE_ b During the execution of the pilot until

19 Key messages from the requirements analysis
Marine data management is in the scope of INSPIRE Independent of any reference to the INSPIRE Directive or the interpretation of Art. 19(3) Improve the understanding of what this means for data management. The national INSPIRE and MSFD stakeholders should organize a series of discussions on the use of the national INSPIRE infrastructure in support of marine data management

20 Discussion Did you start a structured dialog with your national INSPIRE counterparts? Can we help you in any way with this dialog?

21 Outline Status update of pilot
Input requested from you on DIKE_ Widening the group of participating countries

22 How outcomes will be used – DE
Services for MSFD reporting – for re-use at national and international level Availability of the services: results from this pilot will be used to update existing services Metadata Aspects of time period covered by the data content Data sets used for reporting vs “INSPIRE data” Data formats (e.g., gridded data for the MSFD) Transformation of legacy data into INSPIRE data Integration in national reporting system

23 How outcomes will be used - DK
Matching tables & transformation INSPIRE schemas

24 How outcomes will be used - NL
Pilot feeds national discussion on implementation of INSPIRE (MIG) National awareness raising to promote INSPIRE Marine and Air Quality examples to be presented at national congress at the end of 2015 Information house Marine (unofficial) Art 19.3 data provided from IHM Looking into most efficient way of data management (e.g. discussion with ICES) Training sessions important for people involved in data management

25 How outcomes will be used – OSPAR & HELCOM
For publishing outcomes of assessments For existing data streams (and some new ones) Roadmap synchronized with assessments of 2017

26 Process for widening the participation of other countries
First phase (now) Comment on requirements document Second phase (> ) Access to CIRCABC site of the INSPIRE-Marine pilot Access to training material Interested WG DIKE members to contact JRC Second phase (> ) Access to sandbox and software tools Setting up the data flow for selected data sets

27 Conclusions and next steps
Project progressing well with good discussions among the partners Written comments from WG DIKE members on D1.2 – first cut-off date for comments 3/7/2015 Inclusion of other interested MS in the pilot
